According to the News Tribune La Salle awarded Len Trovero their street project. Peru has also awarded Len Trovero their street project. The thing I found interesting was that according to La Salle's city engineer they will get roughly 3 miles of road paved at a cost of $502,278.05. According to the minutes of Peru's 6-1-11 council meeting the Peru's mayor stated that we would get roughly 2 miles of road done at a cost of $884,000. Why a difference of over $300,000 for less road?

My dumb question for the evening, does it have anything to do with a city engineer in one place and none in the other? Or will Peru pay Chamlin on top of the $884,000?
Or, here's another dumb thought. Maybe the difference is Chamlin's cost.

To 11:38 - Could you please just once try to have a clue what you're commenting about.
If you would just slow down and use your head before your mouth starts running you could save us all the time and effort it takes to set you straight.
First, look at each city's costs and the amount of work to be done and compare them. Then, consider the fact that both cities are using the same "union" contractor (Len Trovero) for the work. Next, consider the fact that LaSalle employs an in-house engineer for cost-effective engineering services while Peru continues to pay "billable hour" after "billable hour" to our engineering consultant for every concievable civil engineering task. It should be apples to apples, right?
But, apparently it's not.
Finally, make an intelligent effort to find out why its not apples to apples.

Steve: I don't quite understand where you're coming from. Who are you blaming for the $300,00 difference in the bids (and less road work)?
To 12:07 - I'm not placing blame. I'm telling people to look at the numbers and to look at the facts of the matter. Then draw your own conclusions based on the information available.
I do not believe Peru is paying $300 large for engineering consulting services for this years street program. However, I am absolutely convinced Peru is paying significantly more than LaSalle pays its engineer for similar services.
Even if we were to factor in engineering consulting fees I still can't understand why Peru is paying a significantly greater amount of money for less street coverage. The costs listed on this post were found in reliable locations and mentioned by reliable personnel. So why the big difference?
Steve & 12:07 The difference is $381,721.95, Peru paying this much more for 2 miles of roads than LaSalle is paying for 3 miles to the same contractor. You don't think all the Peru roads are uphill and all the LaSalle roads are downhill?I know there is a difference in the engineering program - private opposed to city employee, I would think that the quality of product has to be similar. Why the huge difference in costs? I think Peru should do a cost analysis in respect to its taxpayers.
Presently the city of Peru Is paying $442,000.00 per mile or would be paying $1,326,000.00 for 3 miles whereas LaSalle is paying $502,278.05 for 3 miles of road or $167,426.02 per mile. My suggestion is that Peru should submit a request for a 3 mile bid and hire its own city engineer.
Its time to get rid of Chamlin, and get our own city engineer. Hes bleeding the city dry.
Correction 7:29 PM 6/29/11 that has already been done and not only by Chamlin. Although, I do have to say Peru was a willing victim. Time to adjust and reclaim the purse strings.
Maybe we should look into this and compare the two bids and present the facts. Wake up people and put the City of Peru City Engineering services out for bid and also price a permanent hired full time City Engineer and present these FACTS at an upcoming council meeting. Now this would be a CHANGE and a fresh start and maybe save the city of Peru some money?? Is there some specific reason the elected officials will not put the City Engineering out for bid?

Personally I believe that the relationship between Chamlins firm and the city of Peru is much too cozy. Yes it is time for a city engineer and time for the city to quit supporting Chamlin Engineering.
All work by any contractor, subcontractor, consulting firm, engineering firm, attorney, accounting firm, insurance agency, etc, etc, etc should be quoted every year. Keeps everyone on their toes if they want to continue doing business with government. At least 3 quotes per project and/or service. There should never be open invoice billing (basically wide open time & material without limits) in today's economy or for any business that wanted to last long term. PERIOD. All invoices should correlate to a specific (and budgeted) project that was approved by the entire council IN ADVANCE OF THE SERVICE BEING PERFORMED!!! Yes, I am yelling. And people sit there with stupid looks on their face and wonder why businesses are going bankrupt? Kind of like giving strangers your "The sky is the limit" credit card. Oh, wait a minute, the City did that too! Managers need to be organized and plan for their needs in an organized process. Not organized? Then look for work elsewhere. Zero tolerance for incompetence in the new world of economics. Think I'm wrong? Study a few companies that are still making a margin today and I bet you will find very strict process controls in place and well documented procedures. Just my rant for now. Give me time. I'm sure I'll have more.

Wasn't that suppose to be a REDUCED budget. Example of over indulgence: number of summer help, how about what they are paid, early pensioners being replaced, salary upgrade requests, mall meter reading (or should I say not being read), and these are just recent findings. There is so much fund leakage, we probably could support another town. Oh, my current pet peeve is this street work.....as a non engineer, common sense tells me if you are working with large equipment....rather than do a block here and a block there you would run the block replacement on a straight line. Now I am sure there must be some blocks that are in good shape??????? So maybe there would be a break here and there and work would have to stop to move equipment and men. But for the most part, if you "sew" a straight line it would take less time ($ spent on labor) and I assume easier on materials, etc. JUST A COMMON LABORERS OPINION!

Anon 7:42. Thanks for the deep sarcasm. I admitted that I was on a rant and obviously I used commonly interchangeable terminology to the average reader. Thanks for the highly intelligent, deep, and thought provoking correction though. It made a HUGE difference to the point I was trying to get across. No, probably most readers won't understand it, but our City leaders and Managers better darn well understand it. Anything else you want to waste time on? Wait a minute, I wonder if you do. SAVING MONEY! WE DONT NEED PEOPLE PAID 20.00 PER HOUR WITH BENIFITS TO TELL YOU WERE THE CITY HALL BATH ROOM IS. We need people to work. We as tax payers don't need a engineering firm on staff for 600,000.00 per year. we need to hire one at 85,000.00 a year. A new supt of PW who is not afaid to lead. This is over a 500,000.00 savings per year,or a new pool.DUH! This would just be a start.Im sure theirs more that we can do.
