Streator starts demolition process on 3 properties - MyWebTimes.com

You may wonder why I would post an article about Streator property in a blog that concerns itself with Peru primarily. It is because due to lack of ordinances and/or enforcement with regard to rental or abandoned properties right here in Peru. I see them in my neighborhood and I would assume that some of you do also.

This could be a very lengthy post but not today but I will come back to it in the future. Most cities that seriously address this issue are adequately staffed with people that are knowledgeable about enforcement regarding buildings and property.

Do you as a resident of Peru feel this is an issue worthy of a discussion?

At the present time, the city employs Frank Taylor as assistant building inspector but we do not even have a full time building inspector. Hard to believe, isn't it? There are usually enought things to do to employ several people as it involves both business and residential. Foreclosures have increased in all cities including Peru and that is more property without care. The inspector must track down who should be taking care of property and sometimes it can be banks states away from Illinois who don't even know they own property here in Peru.

I think it is time to get serious about rental properties in Peru and abandoned property and make our city look respectable in all areas of the city.

FYI: The money found at the airport some time ago has been released to the police because no one showed up to claim it today. I"m glad for our police department but I would be much happier if I knew where the money came from and what actually happened at our airport.

I do feel we should discuss this. I see a lot of rental property, that looks like a slum area,It should be corrected by the owner. Keep a better watch on the property you rent out. I also feel, if its not taken care of, the city should have the right to tear it down, and then collect the expense from the home owner. If the homeowner doesn't pay, the city should have the right to confiscate, the property, and sell it. Quit hee hawing around. Get tough.

I have been doing research on what many cities are calling "crime free rentals" and they are holding the landlord responsible for the tenant and the property. At the current time, Peru has very little to work with and if there are ordinances on the books, they are not being enforced by an ineffective building inspector department.

Thank you, we have been wondering when this would take place. It was pretty much a done deal from the little bit we know.

Yes, I feel that Peru should address the lack of ordinances and/or enforcement with regard to rental or abandoned properties. No one profits by a city being allowed to become a blighted area who lives in the vicinity.

I am sure if Peru administrators would endeavor to form a committee of experienced personnel on the subject they would have more than enough volunteers to set Peru in the direction it needs to go.

In the past few years a house north of Bakers Dozen, a house on Monks, a house on 7th and a house on Lincoln have been torn down around your neighborhood. Seems the Aldermen of the First Ward are doing their jobs.

The house on 6th and Buffalo was in extremely bad condition and I don't believe anyone lived there and yes the city paid to take it down. But I don't believe the property is free and clear yet as the same goes with the property on 8th and Lincoln. Familiar with the house on 7th and the family took it down when they became aware that there were no other choices due to cost of adding sewers to the property. But during those years we had a qualified building inspector and not sure the aldermen had that much to do with solving the problems. I would believe it was more the complaints of neighbors and possibly the police department. If you are interested, I can get details on all of those properties.

Adding to the above, Ald. Ferrari was the person that brought the problems on the 7th street property to the cities attention and may have also had something to do with the one on Lincoln. Both of those properties are very close to his residence.

I have a family member that lives in a community that has code enforcement officers. When you purchase property in that city, you are given a list of ordinances and codes and a list of penalty fees if you violate one of the codes. They are very strict in enforcement of the codes. City has maintained the highest quality image that you would want to live in and the crime rate is almost nothing. The City is a smaller town yet has the 10th highest per capita value in the country. Probably zero to nothing for available rental property. (I believe that is why LaSalle struggles so bad.) It is not a gated community. Just strong rules that benefit the value of everyone's home. Properties are immaculate. Business property is kept clean at all times, no garbage floating around. It's all about the rules and enforcement of the rules. I bet this department could almost be a profit center. Hmmm.

I do believe La Salle understands now that it is necessary to keep an eye on the rentals in your community therefore each rental in the city pays a $30 per unit registration fee yearly and also periodically their property is inspected by the city.
