The body of the outline of the approved minutes of the last public works committee meeting and the body of the agenda for the April 28,public works meeting are not only similar they are identical. Very well done, you can't be serious! Do these guys come into the meeting wearing beanie caps with propellers on top and funny fake glasses.
Whats going on in the Public Works Dept.? Is Roger out of town and forgot to update the public works dept. or at least give them a cheat sheet to read off of? Remember a few weeks ago Waldorf was left with a letter from Hylla on how great Peru was financially and than 2 weeks later Hylla wants more tax money and new taxes and than a week later Hylla has 2 million dollars in the water and street committee and sales taxes going from 4.8 million dollars to 5.5 million dollars/year. Does anyone know what Peru has and doesn't have.
This is the poorest run committee in city, thank god one of them is up for reelection, we have worst infrastructure in city, sidewalks are falling apart.
We need to move control to city manager or CFO.
This committee is draining our resources.

A CFO would not have the ability to direct department heads, they would only deal with finances.
A city manager is what we need, so lets not be blind sided by the talk of hiring a CFO.
A city manager will be over the Superintendents of the Departments and works in conjunction with the City Council.
If we hire a CFO, we will be replacing our Budget Director, Treasurer and we are in need of something more than that, someone actually in charge and taking full responsibility for running the city. The Mayor then becomes the figurehead, the ribbon cutter.
Was it Mayor Harl whose picture was in the daily fish wrapper at the Peru Mall for a grand opening of a business which sells these new questionable E cigs.
I agree on city manager but we all know Hylla will not stay forever and in short term we must pull the reigns away from Harl. Public works does exactly as he wants and that is dangerous for our city!
We can't even get a seperate public works director, it's baby steps for our city now and we must be cautious.
We need qualified cpa certified CEO who can perform the job as seperate entity from mayor to protect our taxpayer money. Look at township as example, once a total budget is approved by trustees supervisor and road commissioner have full control trustees can do very little...that too is dangerous, let's not go down this road either.
Lois - Having a City Manager will only work if we change the government structure. Otherwise, the manager will be just like any other employee and subject to the whims of the Mayor and the Council.
If we change to the Council Manager form of government, the Manager has power outlined in the Illinois Municipal Code. Primarily, the Mayor could and / or Council could not be involved in routine hiring and firing of employees, overtime, work assignments, etc.
"The manager is hired to serve the council and the community and to bring to the local government the benefits of training and experience in administering local government projects and programs on behalf of the governing body. The manager prepares a budget for the council’s consideration; recruits, hires, and supervises the government’s staff; serves as the council’s chief adviser; and carries out the council’s policies. If Peru a town of 10,000:
was enlarged to 100,000 would its problems multiply ten fold.
was enlarged to 1,000,000 would its problems increase a hundred times.
was enlarged to 5,000,0000 would its problems increase 500 times.
The answer is no to all of the above as Peru presently never has anything in the newspapers siren report.

and we have 0 problems in the siren report for many years now. In fact with never having reports in the siren report why do we have a police dept at all?
I think that blogger was trying to say that the newspaper never reports on Peru crime? Not sure tho.
I do think it tends to gloss over Peru negatives and only reports Peru Police drug busts.
Could someone please explain who actually in the PW DEPARTMENT is doing the reports that are mentioned in this 10 o'clock meeting. Asbestos ? Is there a dip stick test to know this? Pipe repair? Certified Plumber reporting? Or experience in the plumbing industry?
Don't know what a "siren report is." Are you talking about the Police Blotter? That's what we call it around here. You are correct, the newspaper doesn't often report on crime. They only reprint the police blotter occasionally.
Since you are calling it a by a different name, I'm guessing you are not from Peru. Don't you know that Peru does not pay attention to people from out of the area. Unless you are from Peru and have lived here for at least 55 years, what you have to say will not be listened to.
