Making Places to Play

While thinking over the presentation of the Accounts and Finance mtg. and the indoor recreation and sports complex to which people would travel to Peru to use, I thought about the hundreds of people here who have to need for it here.

Here's something to think about ... Peru is so screwed up and likes to continually change things to save money, and always winds up costing us twice as much . last year we awarded a no-bid contract to the waste hauler for the city to pick up and dispose of lawn bags. They pick up the bags only on one day a week and haul all the way to Rochelle to dump. Meanwhile every other town around us dumps theirs at our landfill just over the bridge for free and we pay people to manage that dump and turn and stack the bags . We used almost 300 man hours a week just to pick up the bags and the new company uses 10 hours a week to do the same . Those 6-8 guys that used to do the job on city payroll are doing what now? What did they do all last year ? What are the 6 full time guys going to do now that they don't mow all day any more ? We're subbing out all this work but our manpower keeps going up . When will Peru cut back on manpower?

I just saw the sign on the fence around the Jewell parking lot. The construction company is NOT LOCAL! The city needs to pass a law that ONLY LOCAL LABOR CAN BE USED FOR ANY CONSTRUCTION IN PERU!
As far as I'm concerned - this construction company is steeling jobs and the project needs to be shut down!

A lot of companies have their own companies they work with . Also most if not all other jobs are bid and go to the lowest most competent bidder. That's the way it works . Get a clue !

9:54 that law would be struck down. The City can specify union work for itself, but not private business.

And even union workers need not be local.

I know the protectionist mindset is very strong here, but what you are saying is nuts.

Does it make it wrong when local companies bid on jobs out of our area ? Probably to those areas own local companies. Go where the work is or sit at home and collect unemployment or nothing . You union people are a group of whiney no good trouble makers .

If the HOGS around here have to demand more money and someone else can do it cheaper----MORE POWER TO THEM!! The empty building behind (jewel building) is an example of more money wanted (wages). Hope the company building the new CVS is NON-UNION! I am sure the work will be right.

You people just don't get it. All we have to do is pass a law that all construction in Peru is performed by local workers. It is simple. I think it is time to find some infractions at that sight and MAKE THEM PAY!

From some comments on here you can see why Peru is 20 years behind growth in other cities...look at quad cities growth is unreal more home building permits in last month that 3 years in Peru and look at Peru electric rates...it's the handcuff of the city...the gang of 7 is chocking our growth and now that want moritorium on signs for 90 days...hey dumb planning commission you can only build for about 9 months and you want to cut that down..looks like we are headed down the unemployment hole can't wait for spring elections

No one can wait for spring elections? But is anyone preparing for them? Preparation for a election? What is there to prepare for?
Are you presently dissatisfied with certain officials who represent you? Have you given any thought to running yourself or speaking to a person who you believe would be a outstanding representative?
Next spring will your interest be great enough to join the 20 to 30% who vote or will you be among those who don't believe their vote makes a difference and abstain?
Would the political system be better off if their was a penalization for those who do not practice the privilege of voting in elections? But when thought of could there be a penalization greater than having a incumbent who does not represent the people who failed to vote for one who would have? This is not why democracy was founded nor intended to work.
City wise it would be best to have a candidate presentation of council candidates with a structured question and answer system similar to the Mayors debate. I for one would be very interested to know the stance of all candidates in question to whether they believe they represent the entire city or are limited to the boundaries of their own ward.
Should a alderman term be reduced to 2 years instead of 4 and should all city officials have term limitations?

Yes term limits and term reductions could be put on a referendum. As long as this has been brought up, many committee members have turned their appointments into tenured terms 3, 4 times and longer than allowed by the committee rules not allowing new and young ideas. If they don't leave willingly give them the boot. Ownership is a great thing when private but not public establishments supported by taxes. Peru is the role mode of this for the country. Presently who is the longest serving committee member in Peru and how long has the current President of the Park Board been on this board? There is a five year limit and he is to resign to allow someone else to replace him. Isn't he on the board for 19 years now.

What is the current purpose of having city parks, other than for organized sports activities? I drove past Washington Park on Easter Sunday and saw one person walking around the Little League diamond, Centennial was also empty. Now granted it was a religious holiday but it was a beautiful sunny warm day and city parks are empty.
A hundred years ago people would gather at parks to just walk around and meet and talk to friends and family. Kids would play with other and of course I doubt there was any play equipment. If you see old postcards of parks with people, you will see just people sitting or walking in nicely landscaped parks, visiting or just spending time outside.
That time is gone and it seems like our parks are used only if some activity is taking place, or is this only in Peru. What should we be doing to make them a destination point. I use that term because the members of the Rte 6 Tourist Association is attempting to beautify Rte 6 through Peru and make it a destination area. The equipment at Washington Park has not really changed much so tell me should their be more than swings and a small slide. All the dangerous stuff like teeter totters and merry go rounds have had to be removed and I know it was necessary but at one time they were lots of fun. What is ahead for our parks?
Perhaps we could work on a small botanical garden in the vast unused expanse of the Baker Lake area? Ideas welcome.

Okay CVS, you asked for it. Look for that big RAT as soon as the local union people check out who will be doing the work.
The local union people want to pass a law dictating who can work and who can't. I have an idea: Let's ask every union member who complains to take an oath that they have never hired any non-union workers to do work around their house.

Maybe they could stock Baker Lake and allow fishing - build a pier and let people fish. Why not? I know its not all that big, but it could still be done.

Maybe it should be promoted then. The problem with a lot of things is that nobody knows about them. Whatever happened to that city newsletter that was supposed to go out with our bill every month? I don't see it very often.

To 6:21 pm, Please continue your crusade to portray union members as the most horrible folks on earth. That's your priveledge. Please try to understand that unions alaso have priveledges too. They include the right to protest, picket, and inform the public of contractors paying substandard wages and benefits. You and others may cringe at the sight of the inflatable rat, but just like your freedom to criticize it, those that place the rat and stand around it have every legal right to do so. Personally, I support anyones right to assemble and protest. If you feel so strongly about it why don't you stand up as those union members do and put some of your own time in at your own picket?

Many cities have laws against temporary inflatable advertising. The RAT falls into that category. As long as it is enforced universally, the city can outlaw the use of the inflatable rat. After all, it is a distraction to drivers and poses a clear and present safety hazard to the citizens. As long as we tell the business people they can't have their inflatable toys either and strictly enforce it.

I heard the union is complaining about the cost of the "rat guy." He makes about $60K plus benefits to sit next to the big rat. The union is thinking they need to lower costs, so they are looking for someone younger, with less experience sitting, and from out of the area.

I don't care how much that "rat guy" gets paid I wouldn't trade places with him. Just think of the questions 40 or 50 years down at a family reunion when photos are shown of old so and so sitting next to a rodent. That would really make the familys chest swell up with pride. Pray that the rat don't bite him.
Is this "rat fella" from Peru, if not why doesn't he take care of the town he lives in? Peru is happy to improve and progress so what business of his is it? Seems he is jealous of Peru.

Have any of you anti-union geniuses considered the possibility that the Hotel demolition and the CVS construction, just like the Hy-Vee expansion project, are not going to see the big Rat because the contractors performing that work are in fact "Proud Union Contractors"? You are quite clueless if you think that each and every contractor shares your anti-union sentiments. In fact, there are many companies owned and operated by individuals who started in the trades as young union members themselves and eventually started their own contracting business. These entrepenuers have first-hand knowledge of the superior quality and dependability produced by the union crafts men and women. Sorry, but most of you really have no clue when you assume that you understand the construction trades and labor relations. Many of you making union bashing comments are obviously uninformed and ignorant of the history of the organized labor movement right here in the Illinois Valley and across the country. In fact, if your families have been here for more than three generations chances are your great-grandparents, and their parents were very likely union members in local coal mines, zinc plants, Westclox, Nail Factories, Chemical manufacturing, etc, etc. They were union supporters for a number of reasons including worker safety, fair wages, 40 hr workweek, OT after 40, and just to have a voice in determining their own destiny. I know labor-management relations have evolved over the past three or four generations, but if you don't understand the origins and history of the labor movement you really should do a little research on it. You might realize that your status today as a "middle-class" American was very likely due to good wages, good benefits, and safe working conditions made possible by the union membership of your fore-fathers. You probably don't even relize that you yourself, union member or not have a number of benefits and conditions in your workplace that were fought for and won by union members many years ago. Think about it before you spout off.

Anon 8:04 The unions being a dissenting organization have instigated many benefits to the employees of the employer. Some of these benefits which the employee receives are truthfully a state law enforced by the state.
In the 30's and for many years after unions were a much needed and desired organization. But that need has diminished as unions became more and more a practitioner of nepotism and unjustly another body for the worker to satisfy besides and
sometimes satisfy more so than his employer.
The majority of the workforce today would rather be judged by their own individual job skills rather than on a group basis as evidenced by the reduction in union employees. Also right to work states have a much lower rate of unemployment.
This is not union bashing but fact.

Well said 11:35! Also remember that the lazy loudmouths wrecked jobs and ran them out of the area with their picket signs. There were many people happy with their jobs that are no more, only because of a few troublemakers who people were afraid to stand up against. It is good to see new things happening in the area. Let's hope it continues.
