Peru Volunteer Ambulance Update

Since this remains an unresolved issue as the ambulance service still has not produced financial information to the city even though we continue our "subsidy" of $4000 per month. Within a few months we should know how much the loss of the LaSalle contract will cost the city in addition to what they are now paying. And will Peru residents be expected to up the ante for the service. The purchase of the bariatric transport through donations does not change the poor structure of the service.

I just received a new posting and decided to move it up.

PVAS is a non profit corporation that is in no way owned or operated by the City of Peru.

Somewhere in the distant past it was decided that their board of directors would be made up of Elected Peru officials. This does not make it a city department or city owned or city run. It is a contractor just like Test and Chamlin and any other contractor hired by the city to perform a service. The price of this service is $4000 per month. It is called a per capita charge and is based on the number of residents. Dimmick and Peru townships and the city of LaSalle are also charged per capita charges for their coverage. This charge allows the service to charge lower rates for residents than they do for non residents. If you check 10-33 as well as most of the other non municipalty owned services have this same policy. 10-33 for instance charges a yearly per capita for every town, village and township it serves. Their board is made up of one representive appointed by the head of each of the government entites served.

The members of PVAS would welcome a board made up of medical professionals as opposed to what they have been saddled with for years.

The board of PVAS meets every other Monday @ 4:00 pm at the ambulance building. Same night as the councils meets.

Thank you anonymous 10:13 a.m. for that detailed information. You obviously know your "stuff" about PVAS. I'm glad to hear the memebers of PVAS seem to understand that the absence of qualified professionals on their Board of Directors as the reason for the serious problems within the service.
Doctors, Nurses, Insurance industry professionals, Hospital administrators, or Public safety professionals would certainly provide better direction than say, a retired teacher, a retired disgruntled postal worker or a butcher.

I'm sure the members of PVAS would like professionals leading them but if they've read the by-laws they are stuck with Peru elected officials on the board. I don't know who set up these rules or who, if anybody, has the authority to change them. When alderman O'Beirne's term ends in April the other 2 aldermen on the board get to pick his replacement. And, it has to be a Peru elected official. How or why this organization has been established with such ridiculous regulations is beyond understanding. At least 10/33 has a representative on their board from each town it services. What a unique and fair idea!

I heard that one Aldermen refused to serve on the PVAS board when the Mayor appointed him? Why was that?

The mayor (current mayor) has not (to my knowledge) made such an appointment. Once again, the by-laws state that only the board can appoint new members.

Looks like La Salle once again has lead the issue of Ambulance service discussion by doing the right thing.
Once again the city of Peru is fallen behind on a issue affecting the people of the area.

The Mayor has nothing to do with the ambulance service and I do believe you must know that, since you think you know all.
This falls directly on the shoulders of 3 aldermen. They are Ald. Ankiewicz, Ald. Mikyska and Ald. O'Beirne, the 3 elected officials of the city of Peru who are making ALL decisions for the Peru Volunteer Ambulance. They are like the 3 blind mice, refusing to see what the problems are.
In fact several weeks ago or longer our Fire Chief had put together different options that the ambulance service could develop to eliminate the existing problems and he was prepared to present them to the City Council. Prior to the meeting being called to order, I was told that Ald. Mikyska came to him and said that they were not interested in his suggestions.
The absolutely goofy setup provided for in the bylaws of PVAS and how it shall be run is beyond any logical thinking. It appears to be to have been a power grab by Mayor Baker so that his chosen few would remain in control for the foreseeable future.
I am happy to say that I believe wholeheartedly that that time is nearing an end. I don't know if it will involve a dissolution of the present structure because there does not seem to be any provision in the bylaws for changing the manner in which the directors are chosen.

Several weeks ago at a City Council meeting Mayor Harl asked for a financial accounting from the PVAS Board of Directors in order for the city to know what they are paying for. As far as I know the directors never gave him anything, other then the statement "We will start sending an invoice to the city to get payment"
This is another reason why the election April 5 is SO IMPORTANT. We need new people on the council before we self destruct as a city due to their incompetent judgments.

The only thing better for the city of Peru than 4 new aldermen April 5th would be a election of 4 new aldermen for 2 years for the wards not scheduled for election and the present 4 wards up for election to all have new occupants for their full term. Don't forget Mary on the 5th of April.

I believe your making noise is just leading this town to destruction. You are not familar with operations of a city but seem to express a view that you might know all answers to nirvana.

Leave our city alone, and go away .. as in most posts you probably will not publish these comments because it may have something to do with stepping on someones toes !
I am tired of being preached to from folks whom may be ignorant of running a city.(like the Mayor)

The only reason we have an ambulance in Peru is because Mayor Baker sold them some of his own property to build it on and Janko made a fortune off it. Wake up Peru.

Does anyone know I can find the not for profit filing can e found online? I heard they are a not for profit and they show large profit I think the public deserves to see they profit and loss reports.
