Why Does the City of Peru Continue to Make a Farce of the Committee of a Whole Meetings?

If you do your research and check for Minutes for the Committee of a Whole conducted during the past year in Peru, you will find 2 listed. I have requested the minutes from the City Clerk as they are not available online in any manner that can be easily researched by any resident. I was told the minutes are in some file and that he would request that Connecting Point make the correction. It looks like there is no one on either the payroll of the city or of Connecting Point that is able to figure this out.

Whomever is setting up the agendas for the Committee of a whole meeting is performing a scam upon those interested in attending. A for instance take the meeting last night, there was an agenda which was not followed and the entire Committee Meeting of a Whole actually consisted of a closed session that lasted so long it went into council meeting time, I was told.
So why was a closed session not held prior to or after the regular meeting? And call it what it is.

My example from past minutes of the COW are from the minutes of Oct. 6, 2014. Meeting scheduled to begin at 6:30 PM.

Closed session began at 6:38 p.m. ended 7:23 p.m. Regular council meeting starts at 7:30 PM. Why be so deceitful, call it what it is and stop playing childrens games.

Since Mayor Harl likes to talk suburbs, I suggest he go to You Tube and look up the Committee of a Whole meetings held by Wood Dale IL, a city of 13,000. It looks like they have held real COW meetings, once each month for the past year.


And did Ald. Radtke say. what difference did it make as no one attended the Committee of a Whole meetings. Do you think anyone on the council wonders why


There appeared to have been a problem at last nights meeting regarding a residential problem with flooding. An area where there had been a sinkhole and this is the same problem that caused Ald. Waldorf to be in dispute with the residents about the cities lack of restitution last week in the parking lot. The problem erupted last night and it was said that our city atty. told the people to go ahead and sue the city. Well the minutes to the Public Service minutes were online yesterday because I read them and today they are gone and all that comes up is Error 404. Why would the city take down minutes that had been approved and placed on line?



Now that all of the minutes of the Committee of a Whole have been posted, please take a few minutes to read through them. I can see they are mostly an excuse to have a "closed session" even if it lasts only 13 minutes and why would have have the same mini closed session embedded into each and every COW meeting. The city calls them CAW meetings. Who is getting their instructions before each regular meeting. The committee reports shown on the minutes are merely what looks like a rehearsal for the same thing to be repeated minutes later at the regular City Council Meeting. Something is not right with this.

Mr. Radke: You didn't really comment that no one attends these so called "committee as a whole meetings" did you? Why would anyone attend them and sit in an empty room by themselves while council hides behind closed doors? Look up the minutes from these meetings. There are none because technically these meetings do not exist.

Yes I remember reading those minutes on line and I just checked and now there is an error. Were those minutes on the website yesterday?

Alderman Radtke did say nobody attends those meetings. Wait for the video of this meeting and watch it for yourself. Oh wait, that meeting video will probably be "lost" because of what Radtke said and because of the heated discussion between the resident and the city attorney.

The minutes that were pulled from the city website likley contained comments from city officials that will be used against them in the impending lawsuit by the Peru homeowner who has been wronged by the city. No doubt Schwieckert has started the process of "covering tracks" that show the city liable for the damage in this case. I would very concerned that those minutes may show up on the website again after being "edited" or "redacted" in some way. I was informed by the homeowner that the city is trying to blame him because of his downspouts being connected to the sanitary sewer. Fortunately for the property owner the city will be found liable for this mess because several city officials took it upon themselves to authorize clean-up and other costs without prior council approval or consult with Schwieckert. This will be seen as an admission of responsibility in court and the city will pay. This is another example of how nobody within this city really knows or understands who is actually in charge, and how some of them think they can just authorize things beyond their level of authority in the chain of command and their skill set. This is another example of why the Council Manager form of government is needed in
Peru. Let a professional take charge and take the politcal maneuvering out of it. Peru government is "dysfunctional" and this episode of three or four individual city officials telling the homeowner three or four different things proves it. They have botched another one folks. Peru residents have to begin to ask themselves how long will it be before I am on the receiving end of one of these city fiascos?

Off topic- but I just read on Fox News that touch screen voting machines being used for early voting in Chicagoland have been found to be "defective." This is true- not BS. Alert voters have noticed that the machine registered the vote wrong- when the pressed on the Republican candidate it registered for the Democrat in the same race. They are saying it is a calibration issue with the touch screen.... Those that noticed were allowed to correct their ballot. But how many didn't?
So here we go again folks. Chicago Democrats fixing the election.

Happy to tell you that all of the Committee of a Whole Minutes are now on line at the city web site. The Public Service minutes are still not available after being pulled.

Anyone running against Waldorf? Waldorf does not belong in office. He mistreats many people. If he's going to get challenged in the next election someone better step up and not wait. That would be a huge mistake. Aggressive Campaigning needs to start yesterday.
Anyone running against Mueller, Radtke Perez, Potthoff?
Potthoff and Perez can stay the rest must go.

Looks like the city is about to be in a lawsuit . Tonight's article in the trib just illustrates the city's tactics as it seems they're now trying to shift responsibility for their actions taken at Monday's council my. Good luck homeowner!!

Question: According to our disbursements your tax dollar paid for "business" cards for alderman Waldorf. Why does he need those and who does he give them to and do we pay for "business" cards for all our aldermen? Do you consider an "alderman" a "business" man and do you want your tax dollar paying for their cards?

When making contact with a alderman in Peru do you also call the other alderman? Recently there was a vote to reduce the number of alderman from 8 to 6. The major reason of opposition to this referendum was that it would reduce the amount of representation that a individual would be able to have.
Do all aldermen have a city sponsored card with proper information for user friendly accessibility?
Do most people contact all aldermen that are involved or do they only contact one? It seems that having too much government is a political idea of LaSalle County and Peru former and present politicians which is the start of many needless tax expenses. Remember: anyone with a political card is a incumbent and the easiest way of eliminating his bad ideas is not to vote for him.
Personally I found it insulting that Waldorf never promoted a referendum for many of the contracts which are the responsibility of the department he is Chairman of.

Our system of government isn't about what the people want. you elect people to make the decisions they feel are best. If you dont like the decisions you vote for someone new. Trying to determine what 10,000 people want for every decision that needs to be made would be ridiculous. Nothing would ever get done. Also, I dont think Waldorf is the one who wanted to pay off the home owner with taxpayer money. It sounds like it was Perez. I heard he said so at the meeting. Is the tape online yet, I'd like to check for myself.

I would hope that Ald. Waldorf or one of his friends would clarify as to who paid for the cards listed on the disbursements for Alderman Waldorf. Nice to clear up the air, please.

Of more importance than the cost of "No Bid" Waldorfs business cards is that hopefully they will be all thrown away after elections.
