This link is seen on the Peru City web site and the information is all about the building of the 25 million dollar Public Works Bldg., even though we no longer have a Public Works director only a part time ASM and DSM. Evidently we have more city vehicles than we have room available to store them. The document is 5 pages in length and I encourage you to read if you have an interest.
The Peru City Council met for about 20 minutes last night and the only info was the Public burning ban including recreational fire pits.
But prior to that mtg., the Committee of a Whole (the Harl Committee) met from 5 PM to 7:15 PM met with 3 different entities concerning the razing of the Econo Lodge and future construction of a bldg., by one of the 3 companies interrested in owning the land. This was a CLOSED SESSION. Technically I believe it qualifies for being closed since it involves selling property but if they discussed what the 3 companies would like to do with the land, does that meet the closed meeting discussion. or should this part have been open to the public??.

please read the document and make your own judgments. Nothing is close to 25 million. No questions were asked at the public services meeting, no questions at city council meetings! Yes, there is a public comment every meeting.

Now friends. I don't seem to remember any official and open talk about this project. It looks like the moved from the "thinking about it" stage to the "gitter done" stage without appropriating money or even defining the project. Par for the course around here. The Boss is in a hurry.

So people could ask questions, but they they'd look like an idiot because Harl would say "this isn't question and answer", only comment. I assume you were there since you know there were no questions asked, but you should also know, no questions are allowed.
I also heard that the electric dept. employees will be getting a raise in pay because they lag behind wages from other cities. Perhaps it is because they have lost several employees recently. This is one department that is actually run by the employees because we no longer have a department head of the electric dept. I believe the ASM and the DSM are short on knowledge about having the know how on electric power distribution.

Wonder what cities they compared as not that many locally produce their own electricity?
Reading the information on the city website, I'd like to know how Chamlin's was chosen as engineer? If that project is a $25 million project, that job should be sent out for RFQ's. But wait, this is Peru, we use the super majority to side step the law.
WLPO has reported that the airport is not going to be used for fireworks.

2:50 PM Frank Mautino has been confirmed by an overwhelming majority as the new Auditor General of Illinois.
Another topic that has created conspiracy with the sign gang. Why don't one of you call your mayor, alderman, public works director to get accurate answers to any of your questions. I have spoke to my source and he has said that the 25 million dollar project is a complete lie. Call your elected or hired and get the facts.
By the time they get into the cost overruns, it will be $30 million. When they start a boondoggle in Peru, they go big.
The trouble is, they will skimp on the important stuff and pay way more than it is worth. We'll need a new one in ten years.
If they are going to hire a firm to oversee construction - you know it aint no Morton Building.
Now I want to know how much it is going to cost to tear down the Peoria Street building. Or will that become some Gourmet Burger Joint. Somebody said Bobby V. wants to get a grocery store or something there - but I don't see it. Rotten location.
then why won't they talk about it in public 3:13. They sent out an RFQ for a construction management company - and nobody in the public officially knows that this project is being planned. Why the secrets. I ask WHY IS HAS THIS BEEN KEPT A SECRET!!
Mautino is now out. Secure in his ten year million dollar gig. One step closer to having two Republicans representing us in Springfield. Whoever gets appointed to his seat - Boss Harl, Skoog, or a Dog Named Boo, will loose the next election.

3:13 What portion of the project is a lie? The RFQ and the initial steps in the process of developing a new Public Works building is a fact. The cost would be a guestimate at this stage of the game. Could be more could be less but I'm pretty sure it will be expensive.
Why is the traffic so bad in Peru? It is backed up all over town. And why isn't Peoria Street open? It looks finished to me. Nothing on the City web page or facebook about it. They don't tell us anything!

The City Clerk gig is a JOB. Bobby V. doesn't want a JOB, he wants a check.
Lets see. A $2 million building. The construction could be managed completely by the primary contractor. It would be something like a big General Steel or Morton Building and would not require a Construction Management Company.
No friend. This is going to be a Taj Mahal that will put shame to the Mausoleum at Fulton and Fourth Street.
RFQ does not equal Request for Qualifications. It stands for Request for Quotation. They are not going out of house to find a Construction Management Company to manage a two million dollar project. If it was only two million, it would be one of those steel fabricated buildings that our "Design Review Committee" used to reject because they are "ugly". Nope. This is going to be a biggie.

There should be no need for hiring a construction manager or management firm. No need to pay taxpayer money to a connected firm or individual when Peru has a City Engineer on staff. No reason Carls should not be assigned to oversee any construction the city has going on. This is a scam to channel more cash to Chamlin. Chamlin will be given this phony task despite the fact that they are not qualified to do the job. Why do we have a City engineer if he can't perform these duties? Not only is the building itself a secret and a scam, but every aspect going forward will stink of political maneuvering by Harl and Peru's undercover council. Just like the secret Econo-Lodge plan they are working on. They have to make sure that friends and supporters are given their share of graft and corrupt money when a sizable project is in the works. CORUPTION CORRUPTION CORRUPTION!

Am I the only person who thinks Mautino is unqualified for Auditor General? Skoog has no experience to step into Mautino's current position. The whole set up makes me sick. For voters to stand by and let this happen is wrong!

The only accurate statement is that Mautino will be leaving the seat. There is a insider on the County Board that wants that free no show job that currently is Skoog's. Skoog decision to take the Rep. seat shows his lack of smarts. He would be giving up a seat that he has for many more years that is no show. He will go to Springfield as a beat up puppet and have to raise hundreds of thousands against the Rauner millions to retain the seat next year! After that loss he will never have a no show job again with the Democrats. Its a big risk.
Bartley has a easy time getting reelected and won't risk running for another office. Harl is not in the consideration for the Mautino job. And the word is that Vickery isn't that popular at city hall to get that appointed clerk position if Bartley leaves town for any reason.
The only reason that Skoog is mentioned in the papers is because he started passing around a petition. Neither party has EVER publically discussed who they will appoint in a situation like this. It is all done in secret. We will know after the first of November.
Whoever it is needs to be approved by the party officials and be ready to start a "re-election" campaign immediately. With Madigan's super majority at risk, I serious doubt that someone like Skoog will be seriously considered. So, his petition drive is either a smoke screen to make everyone think they are considering more than one person or he just got on the wrong side of the state party.

Interesting what you can read in the paper. This article dates back from 2013 - Rocky Raikes, Chairman of the LaSalle County Democrat Party apparently plead guilty to retail theft in Grundy County. Things that make you wonder who is in charge of our government.
Something tells me that Skoog is the exploratory candidate that the Democratic party has thrown out. There may be some behind the scenes work and we may see a real candidate soon. Don't rule out the Peru Mayor and his campaign war chest. You don't keep that much money on hand for a Peru election. Skoog has no experience in anything but draft beer, there has to be another shaking hands in Springfield.
I wonder if the FBI investigation will help or hurt Boss Harl in the eyes of the State Democrat Party.
The "Friends for Andy Skoog" account is a bit low. Less than fifty bucks. Boss Harl on the other hand has about fifty thousand bucks. Bobby V. is in debt to himself about EIGHTY GRAND. And old Franky himself only has about ten grand in the account.

Boss Harl has enough money in his account to finance both sides of the next six elections for Mayor of Peru. It is clear that he is not raising money to run for Mayor.
The BOSS must make a move. Its now of never! hopefully his inner circle has told him to either make a move now or forever hold on to that campaign chest. You can use the campaign funds to fund your legal defense fund. Just ask Dennis Hastert. State law now prohibits you to cash out for personal retirement. The fifty bucks in the Skoog fund won't even be able to buy good ole Rocky that bucket of wings he needs for the union endorsement.
Big Bobby V the Republican spokesperson said in the news that they can't wait for Skoog to run. No money, no experience and no clue--perfect for the Republican minions to take on.

I just heard on the radio that Skoogs is trying to schmooze the Bureau County Democrats. Doesn't he realize that this decision won't be approved locally? Mr. Andy Skoog is not exactly truthful in his campaign tactics and he thinks the voters are not all the bright and don't have a memory. To use the Democrat term... maybe he is just "evolving" on this position.

The Pac money from the Democrats is only used for viable candidates.

If indeed the article, listed in 7:47's blog did exist, it didn't take very long for another politician to forget his campaign promises, did it? Why do most, not all, politicians make promises they have no intentions of keeping? Is it because they don't feel they have the qualifications to fill the position they're campaigning for? Is it because the intent is there but once they get elected the get caught up in the "republican" "democratic" webs? Is it because they have to full fill promises made to their supporters and donors? Citizens need to start voting with their minds and not with the party affiliation.
Skoog - another Illinois politician that doesn't want a JOB. Just a CHECK.
Skoog changed his mind rather quickly about moving on up the political ladder. Is he qualified to take over Mautino's position? Does that matter? Illinois is messed up big time.

He would be qualified if he was not a liar.
what are the necessary qualifications for being a rep? Of course living in IL and of voting age. Nothing beyond that. Aren't all governments meant to have "citizen legislators" meaning you or I could qualify if we wished to run.
Serve 2 terms and go home and make room for someone else. Government was not meant to be a lifetime job with retirement benefits.
I would like to ask for add some common sense for one of the qualifications.
Unbelievable. When will people realize that almost local candidate on the Democrat ticket is a liar?
We have a Democrat Mayor that games the Open Meetings Act and violates city ordinances regarding employee compensation.
We have a Democrat States Attorney that chooses to ignore this. Meanwhile, he recruits his own private police force to confiscate cash from SUSPECTED drug dealers.
The Chairman of the LaSalle County Democrat Central Committee is a convicted shoplifter.
We have a Democrat Township Tax assessor that had his Realtors License pulled by the state for falsifying an appraisal.
How many times are the voters of LaSalle County going to let this party kick them in the groin and hit them in a head with a shovel? Wake up people - "The Central Committee of the LaSalle County Democrat Party" is bleeding this region dry.
The reason that "dishonest and unethical" people are elected to public office is very simple. The city of Peru is a perfect example for my point. The Peru electorate has proven time and time again that it is primarily made up of "low information voters". Which means they pay little attention to real issues and refuse to make an effort to find out more about the voting records of the incumbents or the policies and opinions of the challengers. This phenomenon was never more present than the last aldermanic election in Peru where voters supported "establishment candidates" based on name recognition and sitting elected officials campaigning to keep or elect other "establishment" candidates. Peru voters are not unique in their failure to elect quality instead of quantity to their governing bodies. There is a nationwide epidemic of apathy and ignorance that enables people like Harl, Waldorf, Ferrari, Lukosus, Sappienza, Radtke, and others to stay in office. In Peru your voting record has no bearing on your chances of being re-elected to office. That is the failure of the electorate to have a clue. When elected officials openly and defiantly support unethical and corrupt policies, as they do in Peru, and remain in office, as they do in Peru, you can't help but feel despair and sadness for what has become of the electoral process and government in America. Very sad indeed that these people are considered community "leaders". Peru can do much better. indeed!

Your correct in the fact that there are no qualifications to hold office. That in itself is not a problem. The fact that money is the central issue of nearly every national and now local campaign. PACS or political action committees have traditionally stayed in National campaigns and in the last few session state wide campaigns. Those PACS and big money has now been active in local and even small city elections. The special interest groups control the local political process with the dollars behind the campaign. The simple manner in which advertising dollars are bought to destroy the political opponent and to appoint the chosen candidate is criminal.
The perfect example is everywhere. Mr. Skoog will be the appointed State REP, hopefully not. He is the chosen candidate of the union hold in LaSalle County, will he have the intellectual intelligence to do what is right? Not a chance. Will he listen to the shot calling pols of the union dollars? You better believe his only issue will be the collective bargaining rights of our locals. Will this help pass a budget for Illinois? No. The lesson is that its all about the money and in this State we have very little to throw around.
7:53. I agree with everything you said... but, I think the people are getting wiser. For many, many years, the only method to get information about local political and governmental activates was through newspapers, local radio, and local TV (in larger cities). In Peru, that meant one source.
The "one source" in Peru was more concerned with selling advertisements than informing the people. Combine this with no way to easily review achieved information - the voters where only as good as their memory - even if they bothered to read articles about government doings. It should also be noted that often, reporters took the hint that certain things should not be reported. That was the status quo through the 1960's, 1970's, 1980's, 1990's. Then there was a technological revolution that changed everything. We are now able to look back at news reports from years ago. If we desire, we can look up how individuals voted and who is donating to politicians. The younger generations born in the 90's and later are now becoming the largest voting block since the Baby boomers and WWII gerneration are departing in rapid numbers. This is changing the dynamics for he better.
So the availability of information will eventually change the "Boss System" that has evolved in Peru.
There are many politicians that show up for the check. Andy Skoog is the perfect example of one. Local County Board members likewise. Clerks are obvious, they get a nice check with one responsibility--keep public records. Township officials. And many small town alderman or commissioners.
Many of them are promoted because they put up some party signs. Many of them like the opportunity to show and get paid, then are given higher offices in which they do what they know---show up and get paid. Skoog example has good ole Andy as a short time uneventful Utica Township official, he quickly volunteerd to run for clerk, a job that pays more money. He won that election against a non factor old republican candidate that ran for several no show offices. And after a few paychecks as clerk in which the girls run the office, he is elevated to representing the 76th district, more money. Quite the rise to fame in a few short meetings.
The lesson of the story is that its not what you know or what you want to do, its about doing nothing, saying nothing and selling your soul to the highest bidder.

Yes the money is a very disgusting aspect of politics along with the union involvement (imho).
I made that comment because people were saying he was unqualified for the office and since age and residency are all that the state asks for, he(Skoog) is technically qualified.
If you start assigning arbitrary qualifications to run for an office, you defeat the principal of our Democratic Republic. We are suppose to be represented by people of our choosing.
Now, I'm not so naïve not to recognize that money allows some people to get more representation than others. This money allows their people more access to the booming voice of the media and modern marketing techniques.
I for one would not mind limits on campaign spending. There is no reason (other than the First Amendment) for a Mayor of a small town of 10,000 people to bring $50,000 to bear on an election.
The aforementioned freedom makes this a sticky issue. I think the only true answer is that the people get the representation they deserve. If you want to allow AFSCME what you hear and read about a candidate, then it is your fault.
Mr. Skoog is an example. We are not sure if his mentions in the local media are designed to distract us while the political bosses hold their conclave or if he is a serious candidate for assentation to the hallowed halls of Springfield. But one thing is certain. He has lost credibility with many due to his blatant dishonesty regarding his future political aspirations. He practically jumped up and down telling people that all he wanted to do was run the clerk's office professionally for a long time. As it turns out, a long time in Mr. Skoos's eyes is less than one term.
The President of Operating Engineers Local 150 makes twice the authorized salary for the Governor of Illinois.
He is qualified and that is a good point Lois. I don't always agree with your constant bashing of elected officials, but anyone who is a registered voter is qualified to run. In fact, I would make the argument that his background of not being a politician in the traditional sense makes him a GOOD candidate. I want elected people who are one of us.
As for him deciding to run, so what? Has anyone on here every changed their minds on a topic? He has an opportunity and he is pursuing it. That is not the same as telling your constituents you will vote one way and then doing the opposite. Besides him going for the seat is a year and a half. He has to earn it the next time by being elected and any of his critics can run.
To 7:53 and 11:29 - looking ahead to the 2017 Peru city elections - do you think anybody will run against Ferrari in the first ward? Nobody ran against Mueller in the past election. Is it because nobody is interested in politics in the first ward, or is it because first ward residents are happy with Mueller?
In the second ward, will anybody dare run against Radke? He's got the Radke-Debo vote. Can anybody beat that?
In the third ward, will anybody run against Sapienza? Please somebody run against Sapienza! He turned out to be the BIGGEST disappointment.
In the fourth ward, does anybody have a chance against Lukosus? With Harl promoting Lukosus last election, it's a pretty good bet he will do it again, along with the rest of the council, like they did for Payton. Maybe they'll send out letters endorsing Lukosus, like they did for Waldorf.
So even though the boomers are departing and the younger voters have bigger numbers, will that matter? Do the younger voters even bother to vote? I think Peru is in for more of the same for a long time to come.
1:02 Who cares? Is the governor's salary some magical benchmark for what a person should make? There are many people in the government and in the private sector with far more difficult jobs.
He bought the governor's job anyway, which is what people should be hollering for All of the whining about unions and their influence on government is meaningless unless you equally oppose individuals like Rauner and huge corporations owning politicians. It's all wrong, but at least unions represent actual people.
Elected Clerk positions are an anomaly in our system. I do not think they should be elected.
The Circuit Clerk should be hired by a pane of judges in the jurisdiction.
The Township Clerk should be hired by the Township Board
The County Clerk should be hired by the County Board
The City Clerk should be hired by the City Council
The records keeping and daily tasks that are required to be performed by these individuals is important and should be looked after by somebody with the appropriate degree of training - either through experience, higher education, or a combination of both. We need to update the laws so that it is not possible for a Saloon Keeper to become the guardian of our legal documents.
As far as a Saloon Keeper running for the legislature - I say go for it. The General Assembly would function mush better if it had more Saloon Keepers as members. Also remember - we should be judging our politicians on what they don't do - not what they do.
Andy Skoog is not doing anything differently than anyone else would do in a similar situation. When a unusual opportunity that could not be foreseen arises it is only reasonable to reconsider previous intentions and strike while the iron is hot.
This is off the beaten path but take a look at the Public Services Agenda for Mondays meeting. It tells us nothing. It doesn't even give a hint as to what will be discussed. It just lists things. Things such as "airport" - Lukosis; "parks and rec" - Mueller & Sapienza; "mausoleum" - Mueller. Their agendas used to be self explanatory but since the change in format they've become obscure.
And why can't we afford a pool in this city?
3:42 - yes, what you said is true. But.... "office hopping" was a campaign issue when Mr. Skoog ran against Bob V. Mr. Skoog said that Mr. Vickrey would simply use the office as a base camp to run for the next higher office. Mr. Skoog ran on the premise that he had a long term commitment to be the Circuit Clerk for many years and that he would not use it as a revolving door for the next higher office that comes around. Now Mr. Skoog is doing the exact opposite.
5:37, we won't get a pool unless we buy some land from "J" to put it on. Pools don't generate sales tax revenue, hotel motel tax revenue, or drug money confiscation revenue. There are no local contractors that build pools, so buttering the bread won't work either unless you count "Po" digging a hole. A new pool won't generate a TIF to suck on. It won't make any money for any friends. Therefore, there will be no pool in Peru until "The Boss" is sent to Springfield AND his appointed "second string" puppet is voted out.
Anon 10:48 So buy the land from the gentleman but remember once you buy it you will have a huge investment to pay for on your own for the life of a pool which normally is open 70 to 80 days a year. If you have the money "good luck" as it is a proven fact that the majority of the population of Peru does not want a pool.

11:39 Tell that to the friends of the peru pool who continue to work diligently with the hopes of providing the children a place to cool off in the summer. If what you say is true why doesn't the council and the mayor tell these hard working individuals to give it up because the city will never approve or support a pool? Why would the city keep letting them put their hard earned money into a city fund that will never be allowed to be used to build a pool?
I just heard from Skoog that the Mall Parking lot is going to be the location for the next 4th of July Fireworks. He will be tending the beer tent because the CSO has been voted off the Island by the Putnam County Democrat Committee. Mautino Distribution will be providing the beer for a profit and the Pizza Lady is going to arrange the band. The City will either pay the Pizza Lady, or Representative Harl will get the State to do it with a grant. Barnaby Jones will direct traffic while Rodney puts plastic liners in the back of trucks, fill them with water, and let the kids learn to swim because the they will drown in the river if they don't. The water will be provided by the PFD's new pumper truck driven by Not the King. Finally, 100 Maud Powells will parachute in to the Airport which will still be decorated for Christmas.
I'm sure we will get a grant now. Just have to keep trying. Another fund raising method is a "Pool Tax" on anyone that has a private pool. Maybe $500 a year or so.
