In the minutes of the May 13th meeting of the finance & safety meeting Police Chief Bernabei requested another officer to be hired to replace one who has recently retired. Isn't it about time to hire someone to replace Benabei in his temporary position as ASM so he can resume his position as C,PPD if one is needed. If he was to return to the police dept, another officer would not need to be hired and this seems to be the best course of action to take unless you do not believe in the city's safety.

Is this the same Mr. Vickrey that is or was a member of the
LaSalle County Board? Is he still a member and if so why is the city paying the complete cost of his trip to Las Vegas? It seems that the county board should pay 1/2 of? it.
When reading further down there is a strong hint from Alderman Potthoff that Mr. Robert Vicrey's volunteer position is not far off from becoming a paid position. Remember when Vickrey so kindly only wanted a expense account which has never been carefully scrutinized for his services. Really does Peru have a necessary need of another hired position since it has a lobbyist in Springfield, the Chamber of Commerce and MCS Advertising which amount to all of $50,000 per year.
Sorry Bobbie it looks like the smart money would save the expense of flying and feeding you in Las Vegas as you are already overpriced!

He used to be the Township Clerk and a County Board member. Not so anymore. He tried to run for County Clerk but was not elected. He was a trustee on the board of the University of Illinois - but was fired by the governor as part of the tuition / admissions scandal back in 2009. He was also an editor at the News Tribune until he retired.

Mr. Vickery has held many government positions. I believe the full time positions where mostly so he could get insurance after leaving the newspaper - just a personal opinion though.

Shameful that these aldermen would approve of wasting tax dollars by sending the phony economic developer to Vegas for a taxpayer funded vacation. Nothing to be gained by this political glad-handing. Such a waste and so embarrassing for Peru elected officials to allow this type of scam to be perpetrated on us taxpayers. No benefit can possibly be realized from Vickrey living large in Vegas and no benefit has ever been realized from the phony lobbyist who wines and dines on Peru tax dollars either.
The finance committee is clueless to bring this embarrassment on the people of Peru.

In Illinois, it is common for people to get into politics in order to serve themselves. It is kind or an unwritten rule for Illinois politicians to live a lifestyle that is mostly paid for by the taxpayers. Why should it be different at the local level in Peru. The politicians are not at fault. They are only doing what we, the taxpayers, have conditioned them to do. We enable it through our lack of attentions and expectation / demand for local pork barrel initiatives.

I say more power to Mr. Vickery. Take everything you can friend! You deserve it through the gullibility of the majority of the local voters!

3:48 Your assessments of Mr.Vickery are far from truthful. He was not a editor and did serve as the Township Clerk for the pay of about $32,000. He did not pursue the post after he volunteered for the position of Peru economic development person. The position of Township clerk was taken by the former Harl campaign manager Steve Weberski, the nominated position had no opposition. Peru looks to have a number of business opportunities with the sand transportation and retail areas. They should think about a full time economic director like Ottawa, LaSalle and Princeton. A conference making contacts may be a good move if something develops. Vickery was elected at least twice in the county board and township, not many can do that.

Just look at his record - township clerk and county board member at the same time, past member of the Illinois gaming commission, trustee on the Board of the U of I, and Chairman of the Republican Party. For some reason all have been lost. Don't worry about Vikrey not knowing how to tap the government for its maximum dollar available. Now he is working on Peru.

We really need to consolidate economic development into one regional "Czar." Pardon the over used term - but we really need to have ONE and only ONE economic activity organization for Ottawa, Peru, LaSalle, Oglesby, Spring Valley, Streator, Mendota, and Utica. Essentially ONE and only ONE coordinated effort for all of LaSalle County and even Western Bureau County. We don't need infighting between Peru and Ottawa over who gets the next big box store. It doesn't matter. What matters is brining large scale development to the area. This development include everything from Retail to Industrial. Medical to Housing. Education to Assisted Living. I don't really give a hoot if I live in Peru and have to drive to Ottawa to work. What I care about is the ability to find a job. If that job is in Mendota - who cares. We need one conductor of the orchestra - not many fiefdoms run by individuals tied to the boarders of the municipality that is paying them.

To 11:49 AM, Your assessments of Mr. Vickrey and other matters are far from accurate and lack in "truthiness". First off, the Township Clerk M. Weberski is paid about 25,000 so I credit him with cutting his own salary. Next, a qualified City Manager with numerous skills including Economic Development would perform the duties currently being explioited by Mr. Vickrey. That's why a bonifide City Manager would be the best possible route for Peru to take. A City Manager would replace all of the following people/positions and perform all those duties with professionalism, ethics and integrity. Vickrey, Economic Development / Justin Miller, Finance Officer / Kim Reece, HR Manager, Dave Bartley, City Clerk, Gary Hylla, City Treasurer.
Right there you can eliminate about $200,000 in salary alone and probably $50,000 in benefits by consolidating all those positions into an honest and ethical City Manager for $150,000 and save many tens of thousands of dollars overall. Will the Peru city coucil do this? Of course not, the last thing they want is allow honesty and ethics into their poltically motivated clique. That is not the Peru way of doing business.

You will never find anyone to do all that for $150K a year. If we change government to Council Manager, the Manager's salary will be around $200K - give or take.
The City Manager will still need an HR Director, Police Chief, Fire Chief, Public Works Chief, and Electric Department Chief... each at around $150K. We could eliminate only the City Clerk and the Finance Director. However, the Clerk and Treasurer are still required by law, so the elimination of those positions would also nee to be approved by the voters with the change in government.

None of this will ever happen. Given the current apathy of the average citizen of Peru - it will NEVER HAPPEN. So - for my part, I will try to get in on the gravy train somehow. Come on folks, there has to be a $70 to $80K job that I could pretend to do - I want in on the scam - who do I have to call?

11:56 in no city of any size or sophistication to they combine all of those positions into one. There are certain checks and balances that need to be in place and the city manager job is not meant to replace everyone in management. I'm not saying that there cannot be some management efficiencies, but you don't hire a city manager for that reason.

You change to Council Manager and hire a City Manager in order to get someone that knows how to manage a city and hire the correct staff - not politically appointed staff. Peru will never change to this form of government simply because every city job is a patronage job. No exceptions. I don't care if they are good or bad employees - they where all hired in the patronage system.

There is one way to get rid of most of the administrative overhead. Get rid of the employees. Contract everything out - lock, stock, and barrel. And I mean everything including the police and fire. It is also a good way to get rid of the unions and union negotiations.

to 1:26 PM, I have no desire to ridicule you. You have every right to see all things in Peru as "peaches and cream". You and all those positive people you hang with take the easy way out and just "assume" all is just so wonderful in Peru. But I know better becuase I pay attention, I inquire, and I investigate. I am proud to say that I do not simply fall in line and believe the talking points and instructions that come from Peru's elected officials after things are discussed in Closed Session meetings. I know better because I know the kind of people who are pulling the political strings and manipulating government in Peru. You see Peru through rose colored glasses and that's great because it's easy to play it that way. The hard thing for good people to do is to stand up to and point out corruption and dishonesty in government. You don't know enough or look hard enough at Peru politics to see the nose in front of your face and you are in happy in you idyllic little world. Good for you. You are exactly the kind of citizen that Harl and most of the other "politicians" and "insiders" count on in order to stay in power. You and others like you enable the back-room mentality to thrive in Peru. You are not the entire problem, but you are a big part of the problem of corruption in Peru by virtue of your ignorance and indifference to the political corruption in Peru. 2:08 you are so clueless. I am involved in the city and I can assure you I know far more than you although I cannot prove it. I am not elected, I work in the private sector and I have no business connections to anything with the city just so you know before you start with your usual accusations that I am an "insider" or a"progressive." I recognize a number of weaknesses and things we can improve in the city and I have voiced those concerns and have been heard. I can assure you the problem is not me and most of my friends and neighbors who also see things we need to improve but do not see any purpose in tearing down elected officials and calling them names and insulting them in anonymity like people like yourself do.

The problem is actually partially people who do and say those very things and as result leave forums like this with ZERO credibility. A forum that at one time could have done some good. Crazy conspiracies and calling people names serves no purpose actually galvanizes people against what may be good intentions on your part.

I've read a million conspiracy theories on here from "Baker and his boys" are all going to jail, to basically an entire new mayor and council and how they are all "juiced in" and "lining their pockets" and all of these other horrible things. Our city needs leadership and direction but I actually don't think the majority of the council is the problem.

What I am against is the constant bashing and tearing down of people. The internet and sites like this have made it vogue for a certain segment of the population to think that because their words are posted online that they are somehow heard and it gives them a feeling of importance. This is so false. Just like you don't care what I have to say, no one cares what you or anyone else has to say on here. So why the horrible personal comments? Is that what you would say to them in person? Of course not, unless you are just that kind of person.

So I don't get my kicks off of posting here, I just read this at times for entertainment. My point is why not get involved instead of complaining about it? Why not talk to people? Why not run for office or if you can't, do something else to do good. Just please don't tell me "you try to help and no one let's you."

I just never get crying and whining about what you don't like especially someplace like this. I believe in being proactive and straightforward. I'm guessing that has something to do with the fact that my life has turned out pretty well and I am guessing yours has not. Maybe I'm wrong. I don't know and I don't really care.

All I know is if you knew me the last thing you or Lois would say is I have a "bad attitude" or that I "take the easy way out" or that you are "ashamed" to call me a fellow resident. So keep doing what you are doing and see where that takes you over the next few years. I will read your responses, have a good chuckle and keeping moving forward.

And it's people like you who are long winded to try and embarrass someone. I would pretty much say you are a city employee or related to one or are an outsider who is in the club. WHY DID YOU BLOG ANONYMOUS? I actually have a relative who is a city employee whereas many of my blogs where people have commented saying not true. They are the truth, but city hall people aren't smart enough to think to do some research and talk to the right people. Because city hall is a club. Period!
