REPORT of CITY ATTORNEY/ORDINANCES and RESOLUTIONS An ordinance authorizing execution of professional services agreement with Robert F. Vickrey D?B/A Ovall Wacker Consulting
Has a ordinance ever been passed for each of the positions created for Mr. Vickrey in his continuous upgrade of titles. He started as a Economic Director and than changed his title to Director of Community Development, exactly what he is calling himself now only he may know, What many others are calling him - well I better let them tell. The city although very similar to private business does have its differences as the City Attorney of Peru knows better than any other citizen of Peru proven by a law degree and nearly 40 years of tenure. Since Mr. Vickrey started his present city position as a unpaid volunteer working on a expense account only doesn't he believe, and also the city attorney and all elected officials believe that it is not within his lawful privilege to ask for pay and be automatically granted it and it to be granted. Can this be proven to be a position worthy of taxpayers money in this economy or any other economy since Peru presently has representation from Senator Rezin, House of Representative Frank Mautino, Mayor Harl, 8 Alderman, a Springfield lobbyist, the Chamber of Commerce and MCS, and the State Route 6 committee to do exactly what he is doing. If all above proves a positive for Mr. Vickrey there still remains a basic difference between private business occupations and government occupations and that being private business has the granted right to hire whom they want without a open application process but government properly conducting a job opening should advertise a new position and interview all applicants. This is not meant to exclude Robert Vickrey as he should have equal rights to apply and interview for a new government position as all others.

It's obvious by the timing of the announcement of this scam that Harl and his Hand-Maidens have been waiting to spring this scam on the good people of Peru after they were able to replace Perez with the final Rubber-Stamp alderman in Tom Payton. Anybody heard a single word about this proposed "consulting agreement" prior to seeing this agenda? Of course not! Perez would have questioned the reasons for the scam in open meeting and they would have to justify it with phony reasoning in open meeting. As it is, they will just gloss over it tonight without any real discussion and it will be a done deal without explanation. Honest public officials would require Mr. Vickrey to demonstrate why it's a good thing for the city of Peru to switch to this "consulting firm" arrangement and there would be open and honest discussion by the council in "regular session". Instead, this scam will pass in the council like crap thru a goose. Which is appropriate because that's exactly what this scam is, CRAP! When issues like this are deliberately hidden from the public until they pull them out from the dark for a quick rubber-stamp vote it is proof positive that the Peru city council is in fact corrupt and in violation of their duties and oaths of office. This situation is nothing more than a sneaky, back-room deals designed to enrich a politically connected Peru indider. Shameful and blatantly obvious Peru style corruption.
I just read the phony Vickrey "consulting" agreement on the city website. Turns out the "consultant" is actually just setting himself up as a "lobbyist" so he can start sucking off of other communities in addition to Peru. Bobby boy must have become envious of the other phony lobbyist on the city payroll and decided he would scam the city into helping him start his own lobbying firm. We don't even need one lobbyist and thanks to Harl and his Hand-Maidens we now will have two lobbyists sucking up city salary and unlimited expenses. You should all read the phony contract and note that the agreement states that Bernabei will approve all expenses, NOT the Finance Committee. Now isn't that interesting and unusual? So as long as Vickrey takes care of Bernabei, wink-wink, all his phony expenses will be approved and the Finance Committee has no authority over it and will have nothing to say about it. This city is so screwed up on so many levels and it is damn embarrassing. Why would the Finace Committee allow themselves to crapped on like that?
Friends of mine are asking why North Pulaski Street is getting re-paved when it didn't need it. They live south of 4th Street and their roads haven't been done for a long time and they need to be done badly. So why does a road that doesn't need to be done get done? Could it be the residents who live on North Pulaski Street have more clout?
9:38 I thought the same thing. That section of road was definitely not in immediate need of repair. There are many more roads in town that are in much worse shape. I'm sure you're right that it had something to do with the residents that live on that street. People need to start attending council meetings and voicing their concerns. We can complain all we want but if we don't speak up nothing will change.

What I'm talking about is further north around 25th Street to 28th Street, and that part of the road definitely belongs to the city. So why the favoritism?

His days at the paper were his learning grounds and those who worked for him will tell how he short changed them. Once you get the big ball rolling there will be no stopping it.
