Monday Feb. 17, Public Works Meeting......Hold Onto Your Hats Again

As I look at the Agenda it is dated for Monday February 7, 2014 but since Feb. 7 was on a Friday, I will take this as a typing error.

Aldermen Waldorf and Lukusos will conduct the meeting which will be attended by the Mayor, Chamlin Engineering and Test. Off hand I will say the Water & Sewer, Streets & Alley and Landfill will be conducted by Chamlin. Followed by Test who actually gets their own heading.

At the bottom of the page is New Business: Discussion of job description for Public Works/Utilities Superintendent/Director of Public Utilities. The job description will be put together by this Public Works Committee and that in itself scares me. Just like the previous job description of Superintendent of Public Works/Civil Engineer was new to the city. We are all aware of what happened and this surely leads to many more questions.
For as long as we can remember Peru had a Supt. of Public Works and a Superintendent of the Electric Department and run separately and it appears on the surface that we will combine the 2 departments that will be run by one Superintendent who does not have to be a Civil  or Municipal Engineer? I can't wait to see what the qualifications will be.
Will Mayor Harl have enough courage to bring in another outsider and expect him/her to conform to his standards?

This Public Worst Committee continues to reach new lows as the "Laughing-Stock" of the Illinois Valley. These long-winded, phony-baloney titles they come up with are just hilarious.
When I think about the ramifications and danger to the citizens of Peru by having a Barber and a Laundry owner making critical decisions in matters which they are absolutely clueless and totally inept, I am sickened.
These characters along with Harl have bungled what should be a simple straight-forward hiring at least three times to date. They can't even manage to decide on a damn title for the position.
If ever there was a reason to hire an outside "Head-Hunter" this is it. I can't even believe they are about to screw this up again by trying to do it themselves.
They are not only out of their league, they aren't even qualified to take the field. Talk about "Pretenders". OMG!

I guess we gave the "city engineer" a try, he started organizing our city, questioned our way of doing things, and left. Now we're not going to even look for another because they can show us how inept we really are? How can we hire a qualified person to run our city when we don't have qualified people to compose the list of expected qualifications?

These specific two aldermen are not making the decisions. Chamlin Eng. and TEST are making the decisions and these two are the middlemen who are voting as told to. What a money making scheme, you employ me to tell you how to make more money for me. OMG! is right.

I also see that on this agenda is the motion to "open and place on file" the bids for the grass cutting of the parks. Why and when have the parks been placed under the Public Works committee? They were always under the Public Property committee when aldermen Mayszak and Ankiewicz were on that committee. The Public Works committee has too much on their plates already without adding more. Something smells fishy here!!

Regarding the grass cutting, Harl will not allow Perez to have any responsibility. It's Harl's typical bullying ways.

Regarding the new position and title, this makes me giggle! Who came up with that title and idea? I want an electrical engineer handling the electric dept, not someone who has combined responsibilities and not the proper qualifications.

The at-large referendum can't come soon enough!

The ownership of the Hydro-plant is seldom mentioned. What committee is in charge of this $32,000,000 investment? Is $14,000,000 still owed on the hydro-plant.
How large is the workforce assigned to the hydro-plant and what was the top price collected per credit and what is the present selling price per credit?

The reason that the hydro plant is not paid for and that Peru doesn't have millions from the electric plant is because the profits from both are eventually placed in the general fund moved around until untraceable and than spent, spent, spent by our Mayor and city council.
With the different forms of green energy the hydro plant is a bad investment. Didn't Rochelle, Il. want to partner up with Peru a few years ago with wind turbines and Peru said no? This administration, council and dept. hds. have made a lot of costly mistakes.
Since the swimming pool has been shut down for years what is happening to all the money that it is not costing to have it open?

Just a thought but is part of the problem with Peru obtaining a pool not so much the initial cost as it is the yearly available money for maintenance the city officials have to play with presently. This is at least $200,000/year that has been forgotten.

This is the worst winter and the most snow that anyone can remember and Peru City officials didn't let us down. IT IS ALSO THE FIRST WINTER THAT THE CITY OF PERU HAS BEEN WITHOUT A OFFICIALLY APPOINTED SUPERINTENDENT OF PUBLIC WORKS. But as someone commented Peru is saving $8K/month. City officials of Peru are you screwing up on purpose as no one can continuously bugger up as bad as you guys without trying, and trying awful hard. Good thing this is snow not water or you would have everyone drowned by now just like last spring and fall.

Did anyone attend the Public Works Meeting this morning that could please briefly submit a comment?What is a Public Works/ Utilities Superintendent/ Director of Public Utilities? Reading today that Peru still owes $14 million on a outdated hydro plant maybe it would be best to add a finance certification to the engineers title. Everything used to work in Peru when it was led by conservatives but since these progressives who can't grab their tails with either hand took over everything is broken.

Anon 5:05 You are too kind. Truth is that Peru in the last five years has had a SPW for a brief 5 months and did a lot of people hate August thru December of 2013. Many city munchkins were really looking bad, investigation and all, but all has been taken care of and in a few more months when all is forgotten the bullying can start all over again.

Anon 6:25 PM How many years ago were the winters that were just as bad and worse. Must have been before they kept historical statistics because statistics state we are having one of the snowiest winters we have ever had. Back in the early 40's I walked 3 miles to school when the snow was up my knees and at night I walked 6 miles back home when the snow was waist high. Finally Dad bought me a horse to ride to school. Your only as old as you think you are and I have a LONG memory.

As of this morning the Chicago land area has registered nearly 70"'s of snow for this winter alone. Average is 26.7"'s. Presently 5th highest amount for all of recorded history with only a few inches to be 4th.
People who comment with "You must be very young or not have much of a memory left" or "Most you people are crazy. What's the big deal 3-? inches of snow on several different days this winter" are at best very unreliable sources approaching _ _ _ _ _ _ _ _ _?

The city loves titles that makes a person sound more important then they really are. Does one have to be qualified for a title in order to get one be appointed to a position to get a title. Laughing all the way. Do we
have a superintendent of ceremonies? Superintendent of boys club? Superintendent of guzzlers? Could go on and on and on.

The winter has a very good case for being one of the worst if not the worst on record. Snowfall totals, not only here but all over the country, record low temps, number of days with sub zero highs, sub zero wind chills, number of storms, number of measurable snowfall events, percent fresh water freeze of great lakes, consecutive sub zero days.....

All these are measures of the severity of the winter, and in recorded weather history, none approaches this one in brutality across the board and it is not done yet. (source Weather Chanel).

There may be a few with a worse number in a category or two, but none approach it in both scope and raw numbers across the board. Even if you stubbornly want to talk about them old days being harder, you have to give this winter it's props.

And these types of winters are predicted in Global Warming theory, although the weather swings and ice cap melts seem to be more aggressively changing than even the gloomiest predictions.

So 1:59, what was the reason for the winter of 1976, 1978,and 1979? This winter is only number five in terms of snow with records going back to the 50's I think. Don't fall for that Weather Channel global warming, climate change crap. The WC is selling commercials.
This winter is part of the "normal" ebb and flow.

You mentioned one statistic . Snowfall. My comment listed quite a few, but your brain cannot seem to grasp that the same snowfall amount could come in three events vs 12. That below zero highs could also be an effect.

If you want to throw out global warming theory, be my guest. Join the 1 per cent of qualified scientists who dispute it. Don't make this a referendum on what we should do about it. Or what's causing it.

It was a simple statement that this winter has a valid claim as the worst in north America in recorded history. It does.
