According to an article on facebook the ASM of Peru is looking to pay a business to take care of the city planters this year. Apparently this information came from the Public Works meeting which was held Monday the 8th. His reasoning for doing this is liability and a better quality of planting. What a slap in the face to the volunteers who for years have devoted their time and energy to improve 4th street at no cost to the city for their labor!! Now the ASM wants to use their tax dollar to pay Peru Greenhouse to provide the same service that was previously FREE!! Apparently our surrounding neighbors have a much better view of their volunteers because their towns are far surpassing ours and they are not using "professionals". Hasn't Ottawa even won awards for their beautification program which is run by volunteers? Sorry, but had to let off some steam.
Heard on the radio this morning that the Ottawa mayor is looking and asking for volunteers to help clean up a park and plant flowers. I guess he thinks it's cheaper to use volunteers, feels they do a good enough job that he doesn't need professionals, and that he's not worried about liability. Good for him and the residents of that town working together to make their town better.
Bernie is not the C,PPD. His office is in city hall and he is Mayor Pro Tem officially handling all that Harl does not want, which is everything! It is a unwritten rule in Peru that volunteerism is not to be accepted because it creates bonding among its citizens which is not a good environment for the success of the present limited administrators. Has anyone informed Harl that 45% was not a majority?
This morning I read the article from Monday's council meeting where one particular alderman repeated thanked those who are volunteering their services for the avenger activity that will be held at the airport. What I don't understand is why are those volunteers do not create a liability to the city while the ASM repeatedly stated that as one reason to eliminate the flower planter volunteers. Please someone explain the difference and also please answer the one question that keeps coming up and that makes perfect sense - "why no comparison shopping with regards to the flower planters?"
In Peru it all depends who wants what and if who has supported those that won! Yes you have read correctly. The alderman is using volunteers and the ASM does not want volunteer's to be used. Sounds as if the administration got their signals confused in closed session. Comparative shopping has been thrown out the window with the baby and bath water long ago. Super majority rules even in multi million dollar contracts. Scottsmo and his goon squad have no respect for others and their opinions and determine who is to be involved in Peru's decision making process according to one's ability to be their puppet. The recent PFD action is not the only deceitful and unjust procedure enacted this month to a concerned and loyal volunteer. When taking a look at the number of volunteers it takes to have youth baseball, youth football, the BFA and the Boy Scouts and Girl Scouts and city committees etc. I shutter at the cost to replace them on account of liability and the inner circles evaluation of each volunteer. If anyone is a liability to Peru it is the ASM and the PSM and the Economic Director. How much would you pay each of these knowing that they are unqualified, unprofessional and not getting the job done?

If liability is a concern of the ASM with regards to volunteers how can we advertise for volunteers for this event (the Avenger fly-in)?
