Letter by Mayor Harl as Read at the City Council
Maybe this letter will answer some of your questions or it might create more of them.
Also from the News Trib. March 25, 2010 under City Council News titled Peru Council Approves Another Tiff, I am quoting a part of that article where the word "candidate" is inserted.
"The council agrees with Mayor Scott Harl’s recommendation for a new city volunteer position, director of community development, and a candidate, Bob Vickrey. "
Was he one of several and were there other candidates for this newly developed position?

He is the Republican candidate for the District 10 seat on the County Board.
