First thing you need to know is that all of Illinois will be paying Chicago's bills.
Each government entity's credit rating is based on its own merits. Chicago should make no difference but the state's rating possibly could.
Mark my words - The State of Illinois will bail out Chicago. We will all be paying off those bonds in order to get Rahm's credit rating back.
