Additionally I have been going through the disbursements as there will be an ICSC Chicago Deals mtg in October which will be attended by Vickery, Harl and a few others. If you remember this is the retail association meeting where Mr Vickery had special shirts made for several years ago. Disbursements have changed on the city web site and are less detailed and harder to follow and perhaps a foia will need to be made to get further details.

Visited the cemetery yesterday as there has been a very active FB discussion over the last week and a piece was written by someone who has family there and published by the NT Open Forum. It looks ok but where there is no family left, markers are unreadable due to overgrowth of weeds and grass. Some of the monuments in the older section may be in danger of falling if proper readjustment is not made and who is respnsible for that? One marker near my Grandparents graves has evidently hit by some type of machinery as it is somewhat askew and needs to be moved back into place. Does the city have a Cemetery Association to oversee this city property.

Well Well I finally saw what was said on the FB page that is closed to the public( they must be afraid to have an open conversation) and the things said about City employees is a disgusting.
I have family that are buried there and i don't have any problem with the way
the cemetery looks. Keep up the good work.

I personally am finding that the overgrowth over some of the markers is worse than I have ever seen it in years past. Next to my family plot is a veterans marker which you clearly cannot see (newer addition). This is not a topic that should divide people and it is also a topic that should not cause the city to become so defensive about. Instead of riding thru the cemetery and get out and walk various areas and see for yourself.

Evidently the council members thought the discussion was taking place here on the blog and it was not and all people that made a comment on FB clearly had their names with it and so don't chuckle about the Anon comments and think they don't matter, they do matter and people were not ashamed to place their name in front of their comment.

I realize you are trying to denigrate the administrater on which the comments were written but if you are on FB, you know that people usually have to get permission to participate in any group unless it is specified that it is open to all.

There are issues with the cemetery just as there is with the Mausoleum which is costing a great deal of money to repair. All old cemeteries encounter the same problems that the Peru cemetery is but you expect to see this in an old private location. If you recall La Salle Oakwood Cemetery formed a group to clean and repair because neglect had left them big problems.

Some of us see those issues and are trying to be proactive and prevent it from looking desolate and uncared for and it sometimes it will take more than grass cutting because there is no longer family to perform the maintenance. I am trying to find out if Peru has a perpetual care agreement in place when lots are sold or not. This is a community issue.

There were no disgusting things said about city employees but the comments were directed to whomever is keeping track of and monitoring the work of the summer helpers. Many have seen this and commented to each other and friends but because the city tends to get bent out of shape when complaints are made about something not quite right in the city they do not direct them to the right people. And if you doubt or don't understand that ,read the council write up in the N.T. today and be aware that evidently the city does no wrong and is not interested in your comments and they have just publicly said that.

I read the article and thought it was respectful. I agree with the comments, as does the person who wrote the open forum apparently. Mr. King is right and there is nothing about this blog or any other. He simply said he is not going to debate it on Facebook and I respect that.

It seems no one is saying the cemetery is perfect, but all cemeteries struggle with this. I recently went through it and thought it was in really good shape personally.

Very amusing and kind of creepy how the elected officials immediately closed ranks around their fellow "insider" Jeff King in order to start damage control against the criticism of the poor cemetary upkeep. These mopes will never own up to any of the obvious shortcomings of city services and they can't handle even the slightest bit of honest oversight by the public. The cemetary upkeep is just one of the facets of the city's "Patronage Program" designed to provide jobs in exchange for votes. That is indisputable. The fact that the employees are poorly supervised and the upkeep of the city cemetary is fair at best is the result of elected officials who have devised a mongrel system of management with a Police Chief and Fire Chief who are supposed to be in charge of everything in the entire city, but who are actually in charge of very little. That's because it's a management system that is based on politics with no checks and balances and unqualified leaders instead of quality city services provided by honest and qualified managers. As long as the political patronage system exists in Peru the quality of city services will continue to suffer by virtue of the poor leadership that is the product of politcal appointments vs. vetting and hiring qualified managers. It's really just as simple as that.

I suggested to my family yesterday that perhaps we can help improve the cemetery by simply cleaning up the marker next to our family plot. When we weed and clip around our families stones, we can simply take a few more minutes and clean up the area next it where there appears to be one marker that appears to have been there as long as I can remember and certainly looks neglected. If others would also take a few minutes if you don't already and clean up one neglected grave site, it would make a big difference in the Peru City Cemetery.

Also if anyone is interested in helping with the cemetery as a volunteer, get approval from the City Clerks office. I have been told that they are more than happy to have assistance with this type of work and will tell you what you can do to help.

I think the summer program "for votes" is thankfully done for this year and most people in the know are aware of what a bust it was for this year. The people who promote this program and don't see that it is properly carried through should be held accountable and either make it work by making sure the kids are actually working or eliminate it.

The summer help is needed to paint the curbs help cut grass and remember that the water treatment plant and the wells are owned by the city. The kids have been and always will be needed to work in the summer.

There apparently is no "check and balance" system with this group of 32 summer helpers. They are unsupervised and pretty much left on their own. Many citizens have reported seeing them riding around on lawn mowers, pick-up trucks, and gators doing virtually nothing. Since most of the work they used to do has been hired out I'd like to know what "special" projects they supposedly were responsible for completing. I have not seen anything special completed other than the planters, that volunteers filled, and the park equipment being painted and weeds pulled, by the church volunteers. I do know that they were responsible for maintaining the cemetery. I personally did not witness the condition of it at the time of the complaint but I do not believe that someone would make something like that up. There had to be some truth to it and with 7 kids assigned to that location there is no excuse for things getting out of hand. It seems as though, after the problem was mentioned on FB, that things have improved greatly which indicates that a problem did exist. We all know that no one can be everywhere at all times and that those in charge should be grateful that citizens are concerned about the condition of their city and reporting problems when they witness them. My opinion!

Late Friday afternoon I saw a Peru Fire dept. truck buying gas at Beck's in La Salle. I am glad to see Peru's taxpayers helping support the city of La Salle or maybe Beck's in Peru ran out of gas!

Do you get it? Do you understand that TEST is ripping off the people of Peru when they are allowed to utilize summer help to perform the duties listed on the contract? If TEST can't do the work the contract should be reduced accordingly. Do you agree Happy? Very sad to see in the newspaper how the phony Peru mayor and aldermen have stabbed the pool fundraising group in the back. According to the article they are going to steal all the money from the swimming pool fund and redirect it to the already skyrocketing splashpad fund so the cowardly council will not have to "man-up" and approve tax dollars for the spalshpad. Then to add insult to injury the back-stabbing phony city council forces the poor chairperson of the pool fundraising group to claim in the newspaper that now all of a sudden the splashpad has miraculously been transformed into what will be called "Phase 1" of the municipal swimming pool when previously ALL the money in that fund was to remain dedicated to building a pool. Those heavy-handed, know-nothing, back-room dealing phonies couldn't even muster up enough decency in their miserable black souls to keep their money grubbing hands off that pool fund money. These disgusting Peru elected officials should all be run out of office for the sneaky and underhanded tactics they employ on the honest people of Peru. Shame on them all.

I recall that the friends of the pool the night the Happ's announced the donation, said that the money raised will be added to the donation. The City still has money that had been committed to the project.
You make it sound as if the Mayor took the friends for the pool in the back room and beat the approval out of them.

Perhaps the council needs to put out the total amount raised, the total amount returned as the donation was for a swimming pool and put figures out in black and white. How much do we actually have, how much did the city donate and how much did the Pool Fund group accumulate and donate to city.

According to all information the pool funds are intact and this was confirmed by reliable sources within the pool committee. There were a few that took there money back, including former Alderman Perez. The funds have from the beginning placed in a restricted fund for the donations. The current group continues to fundraise funds and is supportive of the splash pad. Nobody is twisting anybody's arm.
This conspiracy is old and tired. If you want to investigate truth, please talk to those who have been part of the committee from the very beginning and haven't quit 3-4 times. Those are the true heroes who work for the goal.

10:28 AM, Ask and ye shall receive. The most glaring example of corruption by Peru officials is the refusal to allow competitive bidding for water/wastewater services contract. This corrupt agreement is approved time and time again by the Peru city council without any attempt to provide an honest attempt to conduct an open and honest bidding process. Please don't attempt to make excuses that this "No-Bid Sweet-Heart Deal" does not rise to the level of real corruption becuase it certainly does. There is clear and obvious "quid pro quo" between TEST and Harl based on numerous campaign contributions to Harl from TEST.

Most cities are contracting out water services. Its more affordable than in house. There are many places that will give you a great price and offer little benefit. After you water system has been damaged and your population is polluted they leave. I don't think Peru has had problems and they look to be ahead of most cities in privatization of this service.

You got anything else for us poor residents that we don't understand?

Lol. Of course it would be the test contract. A contract that is not required to be bid, any more than legal services or engineering. Oh, I forgot. Those are corrupt too. Never mind that no city bids these services out. That's because the low bid can screw the taxpayers big time with these kinds of services. Even if they should bid it out (I am all for getting the best price when you can) it is NOT corruption. It was a public discussion and decision at a public meeting. Thank heavens they did not give to some lady from another company who showed up at the meeting. That was a sham as I recall.

10:53. Dude I'm not even from Peru. Most of what are considered professional services are not bid out. There is another process if you choose to go that route, but this does not make Peru corrupt.

When is the last time you saw in the paper for ANY place "such and such town approves low bid for engineering services."

Some services you simply don't necessarily take the low bidder. There are some things where that can cost you more in the long run. It's not a conspiracy. It's not corruption.

As for TEST they are all over Illinois so they must be winning a lot of low bids.

Finally I have no connections. Zero Nada. Zilch. I could not care less where Peru spends their money. Sorry buddy.

Of course it'a all fixed nitwit. The 1st Ward replacement has already been chosen. The chosen candidate has already agreed to the following conditions that all Peru aldermen sign on to. The new alderman has agreed to "See No Evil, Hear No Evil, and Speak No Evil".
Just as all Peru aldermen are required. The new alderman has already been vetted and the following character traits were not found in the new candidate. No courage. No ethical or moral compass. No spine. No sense of fairness, most importantly, no common sense.

Clearly, you have all of the details and knowledge, so post the name right now of the person who will be appointed. You know who it is. It's anonymous for you so no harm done. Tell us.

When you do that, I will be the first to stand up and say you were right once the announcement is made. Come on, you have no reason to hide behind more mysterious accusations. This is your chance. Prove everyone wrong, because pretty much no one believes anything you say.
