Basically, Illinois Government at all levels has failed. They no longer serve the Citizens. They serve themselves and their special interests. It is time to Abolish every government in Illinois. From School Boards to the State House. The Federal Government needs to come in and replace every government official and then schedule new elections after the new appointed officials evaluate every government employee. This could work essentially like the Reconstruction of the former Confederate States. I don't think this can be accomplished in less than 10 years. The only way to reform Illinois is to give up our sovereignty for a period of time. It may be necessary to jail some officials, particularly in the North East Corner of the State. The current Mayor and entire City Council of Chicago comes to mind. They need to do some hard time in a certain jail in Arizona.

I told you people two weeks ago that nothing would come of this. Mautino knew he would never face honest scrutiny on the dishonest sprnding he has been doing for many years. Note the article makes mention of the fact that the Illinois General Assembly would have to authorize money for an investigation to take place. Therein lies the secret authorization for corruption to take place. Does anubody think a Madigan controlled state legislature is going to authorize money for an investigation? What a bunch of crooks. Does anybody think Andy Skoog would vote to fund an investigation of Mautino's campaign fund spending. These crooks have every possible angle covered to protect their corrupt asses. Power corrupts absolutely. This is a lesson for Peru residents as well. Harl is amassing total power in the Kingdom of Peru and his "enforcer" with a badge, gun, and phony title are secretly and methodically increasing their strangle-hold on open and honest government in Peru. Peru's system of electing Rubber-Stamp aldermen enables Tyrants to remain in power and the cycle goes on and on unchecked unless the people rise up.

Peru officials are corrupt because they choose to protect the financial interests of a privately owned company (TEST) instead of the financial interests of the people (you and I) of Peru by refusing to allow honest competitive bidding on the water/wastewater services contract. That is not a rumor. That is "solid" fact.
Peru officials are corrupt because they complicit in allowing illegal payroll practices by Harl in the from of "padding" overtime hours not worked but still paid to select employees in violation of the city's Wage Ordinance. That is a not a rumor. That is another "solid" fact. In addition to these two well documented facts about Peru corruption there are also many instances of blatant violations of the Open Meetings Act by conducting city business outside of Public Meetings and also deliberately witholding information from the public regarding decisions made at illegal gatherings of elected officials such as bars and restaurants until the decisions appear as agenda items to be voted on.

2:20 none of those things are "corruption". They were not required to bid the contract and they did not hide what they were doing. It was an open discussion and please don't bring up the planted person who "just happened to be at the meeting" from another company who said they wanted to bid. This is a professional service like engineering, architecture and legal services and it is not required to be bid and many would argue it should not be bid.

The Peru officials did not "allow illegal payroll practices" to take place. The mayor is the one who allowed it and it went through the FBI and an independent person brought in. It was really really stupid and there is a political price to pay but I don't think "corrupt" and none of the city council members approved of this.

The open meetings act is one we should all keep an eye on. They should not violate this and while I don't think we are at the level of "corruption" this is still something they had better watch carefully.

11:58 I will give 2:20 credit for not listing off the usual allegations of how they are all getting rich and there are all of the under the table schemes. It's not true and if it is, then it would not be hard to expose. This is the place where it is in vogue to trash all elected people and those who work for the government, Peru in particular. Not that there is never a valid point (such as the open meetings act point) you also get the most ridiculous comments you will ever read so no one takes anything seriously.

I think we have for a long time been reading posts that have charge council members with corruption, when in fact it has been nothing more than a effort to tarnish the names of those serving our city. We all know that if you can effectively tell lies about your opponent you have a good chance of being elected. Maybe that's the strategy?

Again, bring us something new and something real. The TEST contract is a service and treated much differently than laying asphalt.
The payroll scandal was limited to only the Mayor, and nothing more than lack of experience.
Meetings are the only place that you can make a decision. Outside discussion are irrelevant. I also understand that there are committee meetings and those are irrelevant. Those meetings are open to the public. Review the minutes and agenda items. All action is taken at the regular scheduled council meetings. That is the law and if that is violated it would be very easy to prove.
Campaign contributions are the latest topic of interest and I highly doubt any official outside of the Mayor has a campaign fund.
Peru is far from perfect and like all cities they can improve. They also have been very effective in keeping low tax rates, economic development, and handling many issues like flooding, new schools, crime. There must be some very dedicated public servants that have made those above issues a priority despite the negative nonsense that a few spew on this site.

Unless, you run for office and develop a plan for the section 8 housing and get both the zoning board and city council to agree with you. If you don't need tools don't shop at the store. Excuse after excuse that Peru officials are not corrupt. Many of these people try to explain it away by claiming if it's not illegal it's not "corruption". WRONG! Corruption exists in many ways that will not be considered illegal. Corruption is not a black or white distinction. Peru officials are corrupt if they make decisions based on personal alliances instead of basing them on the Oath of Office they take to serve the "people". Nowhere in that oath does it allow for elected officials to base decisions on taking care of friends and campaign supporters. Don't make excuses that elected officials are not corrupt because they have not been charged with a crime. Public corruption like that which exists in Peru governemnt is a lack of ethical responsibility to the population as a whole. Peru officials base many decisions NOT on the best interests of the people, but for the best interests of connected companies and individuals. Corruption exists in the soles of most of Peru's elected officials based on my observations of the decisions they have made and the way they vote on certain issues. As far as I'm concerned the TEST contract makes anyone that votes for it or supports it without open competitive bidding absolutely CORRUPT!

Regarding the rumor of a Harbor Freight store it must be noted that if such a store does come to Peru it will be the final nail in the coffin for the local SEARS Store. Peru's intellectually challenged leadership is doing nothing more than canibalizing one business while touting and pampering another. Peru's brilliant economic director might need a lesson in Darwin's theory explaining why some species "eat their young" and why some do not. Peru's never-ending obsession for everything Retail without enough forethought to look more than six months ahead is narrow-minded and short-sighted. Poor leadership in PERU is going to kill SEARS at the Mall and none of those nit-wits at city hall have a clue. But they will all be pattting themselves on the back at the tavern after the meeting for "increasing" the retail sales.

I come on hear just to read what the Peru haters have to say. Had the tool place gone to LaSalle they would be geniuses but if it comes to Peru we have to have the negative comments. You gotta love it.

Apparently what some people do not understand is a miltimillion dollar business determined there was a need for a location in the Illinois Valley and they chose Peru, partly because there was a space available and partly because Peru does a better job than anyone at bringing businesses in.

People like 11:49 thinks it is the elected people who decide what big paying manufacturing companies come here. As part of a massive collective effort that you have no ability to comprehend, is requires much more than that, and about 90 percent of that is out of our control.

Here's the thing. ANY business that comes to our area is a good thing, because each job spurs more. For 10,000 people we have a very very unusual and incredible situation here. It doesn't mean we don't need more paying jobs but every business we bring here makes it more attractive for bigger businesses. This is how business and economics works and it is the reason that everywhere you go there is a Walgreens right by a CVS and a Starbucks and a eye doctor right by the Wal-Martt. None of this is a bad thing! Come on people!

You may have been effected by the water quality in Flint,Michigan. That is a good example of why you have to be careful when looking for quality in Water testing. You don't treat water quality like you do buying gloves at the local fix it shop. Test provides a important service to the residents. Can you name a more valuable service that quality water? You can't. The TEST contract as I understand is a 30 day contract, and if the quality is not acceptable Peru can find another provider. Did you know they are in over 80 other communities? They live and have the main office in Peru. Do you think they would short cut the city or not provide 100% service?
They need you help in Flint. Do you support competitive bidding for police, fire, attorney's, management positions, engineers, financial officers?
THE CITY OF PERU IS TAKING BIDS FOR THE POSITION OF POLICE OFFICERS.
The lowest price officers will be hired, no experience required, be able to shoot a gun, equal opportunity. 30 officers will be hired. Bids to open in two weeks. All their salaries are posted so make sure you post lower rates.

1:58 You are so wrong. all you have is the the TEST contract was an act of cronyism. Have you seen what that company does for the city, the water testing the maintenance on the plant. They are right there when the river is rising and putting sand bags to protect the plant.

I would guess that when you take a shower or cook your food your are pretty happy with it not being full of lead and other contaminants. So go ahead and complain. I don't know when this contract comes up but I will be at the meeting to fight to keep TEST because I like my clean water.

2:25 Your economic background is limited. Sear's is National retail chain that is on the brink of being dissolved. They are closing about 50 more stores Nationwide. Not in Peru. Actually Peru will look real good when Sear's does close. It's the clothing that won't sell. Kmart is under their brand and they have been downsizing for many years. A simple new tool store has nothing to do with the Sear's model. Post like yours show the lack of intelligence. Its looks like those working on Peru's economic engine must be lucky again.

There is a story floating around about the Mall. I can't exactly say my sources are reliable, but they are at least credible. But I have heard that the City of Peru is working with the owners to uses some of the space for public activities and indoor recreation. This is an effort to keep it from completely shutting down as retail shifts to the box and heavy discount model that Peru is attracting. Over the next 25 years, as our population decreases we will be seeing more Bergin Barn type establishments and fewer top line retailers. The Mall is in trouble because recreational shopping is no longer in vogue. It will fill up with low rent candle shops and book nooks as a last ditch attempt to keep it viable, along with rent for recreational activities provided by the City of Peru.

Harbor Freight is the Wal-Mart of cheap tools in the U.S. They will hurt SEARS tremendously with their cheap Chinese manufactured power and hand tools. They sell junk tools and power equipment. While I'm sure many SEARS products are also made in China, SEARS/CRAFTSMAN remains a quality BRAND with a lifetime warranty. Harbor Freight will sell the Yokels around here JUNK TOOLS at JUNK prices. They can locate wherever they choose as far as I'm concerned but they will put SEARS out of business at the Peru Mall.

85% of Craftsman Tools are now made in China. Sears has been shifting over to China Manufacture for quite some time.

Here is the bottom line folks. You can spout all the patriotic b.s. you want about made in the USA, etc. But until you are willing to pay a higher price, the market will dictate low cost labor. The market is driven by the customers. It is up to YOU not the manufacturer to drive the market toward US manufacturing. YOU made Walmart Successful! You made manufacturing shift overseas!

Also keep in mind that a factory line worker can't make $80K or more a year!

I am not originally from here but I do like Peru. I do know honest government, even though I am usually skeptical until I know otherwise. I like meeting and knowing the people I vote for and sometimes vote against. I am not a hypocrite, that is for sure. I highly doubt you know what that term means, but you put out a lot of insults behind your angry little insignificant keyboard.

I travel nationally and occasionally internationally on business and I would be willing to bet that I can tell you more about "free market economies" in ten minutes than you have ever known in a lifetime. Your post clearly tells us all that. I also read the News tribune, as well as the Wall Street Journal and Crain's Business. I listen to WLS, WLPO, NPR and a couple of good rock stations. Are we good there?

I'm not the most knowledgeable of TEST but something you need to understand is that while they are based in Peru, their business expands far beyond that. I think that is the point that is trying to be made. Another thing you don't understand is that the "lowest bid" is often NOT in the best interest of a business or municipality and can often cost more. I oversee purchasing among other things for a large corporation and while we competitively bid out certain items, there is far more that goes into the decision than "cheapest."

The constant insults of "yokels" and acting like everyone in Peru is so stupid says nothing about Peru's leadership and everything about you. Do you realize that? I don't lack knowledge and I am certainly no Peru cheerleader. I don't see Peru cheerleaders here but I do see people like you with a very personal vendetta against certain people.

One thing I have noticed is it seems to be the people who clearly disagree with everything Peru city government does always seem to have to ridicule, insult and call names. If your argument is so compelling, then why do you need to call people meat heads and yokels? Why do you need to call the mayor fat? Why do you need to say they are all so stupid?

Myself and apparently a few others who ask for evidence or point out actual facts get ridiculed, called names and told we are cheerleaders. Just try making a coherent and logical argument with facts. While you are at it, how about something besides TEST? The council made a decision and it is fine not to agree with it but why not have a discussion about something intelligent instead of beating the same dead horse? Until the next time that contract comes up, it's over.

Section 8 takes all the hassle out of being a land lord. The only approval you need is from the Housing Authority. While you might not get as much rent, you get guaranteed rent. You don't have to advertise to find a tenant. The Housing Authority takes care of inspecting your property. It makes it easy, especially if you have several properties to manage. I've given up on renting my houses in the normal market around here (LaSalle, Peru, Oglesby, Spring Valley). For the most part, the market for renters is almost exclusively Section 8. Those renters that are not in Section 8 generally rent the better apartments in Peru and Ottawa. If you are renting a house - its most likely going to be a Section 8 tenant. They might be a little more trouble than other tenants, but the rent is always paid, and that is all that counts.

As the older people in Peru start leaving their homes, the market is going to get rich in this type of rental. The kids don't want the property for the most part and they will let it go for a song. I'm starting to watch the obits and I have a friend at one of the nursing homes that clues me when people check in. I haven't used this market data yet, just watching it for now.

iPhones are made in China and mine has been running non-stop for almost 4 years. The only time I turn it off is when an update comes in. It is a solid piece of equipment, made to exacting specifications, and works 100% of the time.

China manufacturing is NOT cheep. They are on par with the BEST the USA has ever done. They outperform us in work ethic. The workers care about the product they make. They show up every day to work. They don't wine. USA workers have something to learn if they ever want to seriously compete again.

Regarding Darwin's Theory or any other theory of animal or human behavior I wish to share my very own "The Theory of Back Scratching and other despicable behavior Peru officials". This particular theory states the loathful tendencies of Peru's elected and appointed officials to "Scratch Backs" similar to the scratching seen in many other primitive primates. The theory observes Peru's officials as prolific Back Scratchers who expect to have their back's scratched in return for the scratching of other's backs. It is a gruesome and primitive behavior which is not totally unique to Peru but is generally observed throughout regions of Illinois government. This recipricol Back Scratching can be observed in it's most obvious form at select local watering holes in Peru after council meetings and also at the IML Convention each rainy season in the wilds of Chicagoland. This unseemly back scratching is also easily observed at the TEST Christmas Party each year. Many of Peru's "well-fed" elected officials can be seen grazing lazily at the all-inclusive complimentary "feeding trough" for hours on end. Later we observe them "freely" quenching their massive thirts and soaking up the limelight revealing themselves as the self-important, cold-blooded beasts they are.
That concludes today's lesson delving into the typical "sub-human" behavior of Peru's elected and appointed officials. Class dismissed!

I think local politicians should reveal their income tax returns just like the presidential candidates do. In fact, it is more crucial to see were the local yokels are getting paid because their public salary is so low.

It should also be illegal to give any kind of a gift to anyone that has the ability to influence government contracts. For small gifts from family, the worker / elected official should be required to disclose it. And I mean everything, even new socks from grandma on their birthday.

Speaking of the "Crapkaskia" - I heard that if it ever opens again it cannot be a commercial establishment due to the extensive use of asbestos throughout the building. I heard the abatement will run in the 5 to 7 million dollar range. Perhaps "Chemical Bloke" will just store the old floor tiles and pipe insulators in railroad cars.... :) Somebody should have dropped a match years ago like they did at the Peru Hotel.

Your up early with your typical attack on Peru officials. All public officials are required to fill out a disclosure statement every year. If they don't file this statement, it is a crime. You also can FOIA each and every statement. If they take gifts or campaign contributions, that must be disclosed by both the disclosure form and the election board. They risk a crime if this is not done.

As far as your elected officials having their tax forms made public. I would think most would not have a problem. And those running for office would also have their tax forms public. I guess you would be able to argue the fact that many have middle class income and that would make them suspect to bribery? Or some may have a greater income level and then they must be overpaid? Maybe, Maybe a few of those public officials that you distain may be doing the job for the fact of trying to make the city better? Would more people run for office if they had their privacy invaded by those wanting to know how much they make and why? Even Presidential candidates have problems showing how they made their millions.

Most of us want quality candidates. We don't care about how or how little these politicians make.

That's the way it works. Original bid is $600,000 for demo, after the good ole boys get those friends of labor on the site it will cost $6,000,000. The key in any demolition job around here is to find a piece of land to dump the debris without paying for analysis and disposal. You need to have the correct representatives in your hip pocket to make sure IEPA does not push hard on the matter, and be good friends with the enforcement officials. It also helps when local enforcement also is responsible for City infrastructure. That provide the conflict of "disinterest"... meaning they could not possibly investigate their own departments
