Official Comment From Peru for Snow Issues

City of Peru Winter Snow Event Guidelines

As the winter season approaches and the possibility of winter snow storms increase, residents are reminded of the City of Peru Snow Removal Policies and Actions for the 2015/2016 winter season. Please take caution during any snowstorm if you need to be driving on the roadways. If possible, please remain home during the time when it is snowing.

It is unavoidable for City of Peru snowplows to push snow on sidewalks at all intersection corners during cleanup operations. It shall be the responsibility of the adjacent residential/ business owner to remove these snow berms from the corners of intersections.

Snow Parking Ban

On-street parking is prohibited by City Ordinance accumulations of 3 inches or more. Parked cars are an obstacle to the snowplows. In addition, plowing around parked cars leaves large areas of snow and ice on the roadway. Once the snowplow trucks have cleared the street by your home or business, you may move your vehicle back to the street. Some older neighborhoods in Peru do not have adequate off-street parking options. In those areas, residents are encouraged to seek permission from neighbors who have off-street parking spaces and other parking options such as commercial or church parking lots that will allow streets to be clear of vehicles for all snow clearing efforts to be effective. The Peru Police Department will have the option of issuing a parking ticket to the owner of a vehicle left on a city street during a snow event as well as having the option of having the vehicle towed, or both. All towing and storage costs will be the responsibility of the vehicle owner.

During Snowfall Events: The City of Peru Public Works Department will mobilize its crews when there is a measurable accumulation of snowfall or if the winter mix is causing a hazardous driving situation such as freezing rain. The public work department is responsible for over 62 miles of roadway with a fleet of 14 snowplow trucks and a crew of 14 employees. Peru has a goal of clearing all streets within 24 hours after the snow stops falling. Heavier snows often take longer to clear. Due to the volume of streets to be cleared of snow, and the staffing and equipment available, roadways crews may not be able to return to streets where parked vehicles were not moved when the plow came through the first time during snow removal operations. Crews will return during normal working hours after all streets have been cleared.

Streets: Street plowing operations are performed in the following order:
1. Major Arterials, hospital routes, hills, and the bridges and Illinois Valley Regional Airport based on incoming and outgoing flight and air ambulance operational needs.
2. Subdivision mains and collector streets
3. All remaining subdivision streets
4. Cul-de-sacs and dead ends
5. The City does NOT plow alleys unless and until, all streets and the Illinois Valley Airport are completely cleared.

A mixture of salt, sun, and traffic is utilized to help with the de-icing procedures. Some snow is left on the street after plowing because allowances must be made for manhole lids and other above-pavement obstacles to avoid damaging snowplow blades. When plowing is required, snow “berms” are created across driveways. The plow operators do not have control over the windrow of snow coming off the edge of the blade. Public works employees try to keep this problem to a minimum. The residents of Peru are respectfully asked to be patient and recognize that during the winter months there will be some inconvenience.

Shoveling Guidelines
• Commercial property owners are responsible for plowing commercial parking lots, driveways, and public sidewalks adjoining their businesses.
• Residential property owners are responsible for shoveling or plowing public sidewalks adjoining their homes.
• Shoveling snow into the street is a City Code violation.
• Shovel out fire hydrants that are in or around your property and around meters to aid utility meter readers.
• Clear sidewalks of snow for the safety of pedestrians and children walking to school.
• Uncover your mailbox and create a path for postal vehicles to pull up to mailboxes.
• Help your neighbors. For many residents, age or medical conditions make it difficult to shovel snow.

Mailboxes: The City of Peru snow fighters make every effort to clear the roads from curb to curb where cars are not parked on the street. In many cases of wet snow, the snow or plow blade may damage/remove mailboxes that are set close to the street. This is unavoidable. Mailbox damage complaints will be dealt with on a case-by-case basis. The City of Peru cannot reimburse for any mailbox damage on improperly located mailboxes. The standard and accepted mailbox placement should be 42 inches measured from the ground surface to the bottom of the mailbox. The mailbox should be located so the front of the box is no closer than 6 inches from the back of curb. Any questions regarding the placement of mailboxes should be directed to the La Salle Post Office at 815-223-2635.

Winter Preparedness Kits

Vehicle:
• Cell phone and charger
• Blankets/sleeping bag
• Flashlight and batteries
• First Aid Kit
• High calorie non-perishable food
• Extra clothing
• Windshield scraper
• Battery booster cable
• GPS or maps

Work and Home:
• Battery powered NOAA weather radio
• Extra food and water
• Extra prescription medication
• First aid supplies
• Emergency heat source (wood stove, fireplace, space heater)
• Food, water, and shelter for pets

If you must travel, make sure your gas tank is full and you have a survival kit in your vehicle. Tell your family and friends where you are going, the roads you plan on taking, and your expected time of arrival. If you become stranded on the road during winter storms call for help. Do not try to walk to safety. Stay in your vehicle and attach a cloth to the antenna or window to indicate you need help. Turn on the dome light and flashers to make your vehicle more noticeable.

First of all I don't trust the assessment and think Harl was actually lying about it. However, if there was any money saved all Harl was saying was Peru saved $70,000 that will immediately be applied to increase already excessive salaries for selected appointed officials and there will likely be additional assistants hired to assist several of the other newly hired assistants. Nothing but Public Relations ads using the newspaper to post advertisements about how great they are. Sickening!

It is a rather lengthy statement. Anyway, we really need to crack down on people parking in the street, especially in the older parts of town where the streets are not that wide. I think as soon as it hits three inches - tow trucks should be dispatched in front of the snow plows to immediately tow any car parked in the street. It would be good business for the tow truck companies and the city would collect a lot of impound fees. And this only inconveniences the rich people that have multiple cars. It would be a win, win situation all around!

The letter from the ASM is ridiculous. Who is hired to perform public service for the citizen - him or the citizen? From the sounds of his communication he is at times asking the citizen for the impossible, he wants the citizen to perform the job he is getting paid for and is ready to enforce Marshall Law.
It is time for him to move on as he surely is letting his bridges get way too large to be any good for Peru. $125,000 is too steep for both him and Peru and at a lot less the city would be better off. Presently this man is directing Peru to a train wreck.

The one thing we can do as citizens is demand proof that they are telling us the truth. If they say they saved money on workers comp., show me the insurance quotes. The only way we can trust anything that government says is demand evidence. And that is where Peru officials are lacking - they never provide actual evidence of what they say because everything is part of a secret discussion in closed session. Notice how they NEVER release the minutes from closed session even though some of them happened years ago.

Is this a fair and legal practice, especially to those who turned their bids in on time - today? I'd like to know what specifications were listed in the paper and why the last minute change.

The payroll issue was no more than a fair compensation for accepting additional responsibilities approved by a retired judge and the FBI and unapproved by a former alderman, beaten in his last election in a bid to obtain a second term.As for the feelings of distrust of the city officials circumstances such as long term multi million dollar contacts which have gone on for a quarter of a century without any form of bidding procedure, many city councils which have broken state stature and their own ordinances, attendance of up to 12 city officials at very expensive IML meetings without bringing any formal or informal reports back, becoming salaried and than reducing the number of monthly council meetings by 50% plus the unheard of closed sessions being held of which the public has no knowledge of actions taken have led the general population to feel this way.
Presently with the weak leadership being shown in our conflict with dash I expect all facets of American governments to be questioned. This is the way it works when it is questionable to which side your national leader is most happy representing. How many previous presidents would handle these attacks the same way as our present whats his name.

It involved falsifying overtime hours (over time hours that where never actually worked) in an attempt to circumvent a salary freeze law enacted boy the council. The Mayor could have done this legally, but he chose to do it illegally and under the table by directing supervisors to turn in false payroll records. The "judge" determined that it was illegal - but "not worth legal persecution" because it was done with "good intentions." Likewise, our Democrat States Attorney decided it was "a waste of time to prosecute this case because the mayor had good intentions."

7:57 I agree with much of you comment, but it is not accurate, The payroll issue was actually shown to be a true violation of procedure, but both the judge and FBI declared it essentially malfeasance without intent and not worthy of prosecution.

Many believe that most power plays in government, funneling pay in patronage, are violations of spirit of law while remaining murky enough to avoid direct prosecution. Like many Open Meetings Act violations, the politicians are given censure and slaps on the wrist, but depending on their stature with the ruling party face no real punishment.

The main historical issue in Peru has always been politicians of low moral fiber crying sue me and prove it, with the belief that unless you are caught red handed and clearly violating a law , its just the 'winner" taking the spoils. The fact remains that you can not legislate leadership, character and morality. People have it or they dont.

All people make mistakes. In Peru , they go to extraordinary lengths to hide them, close ranks and rationalize them.

Payroll issue was not advisable, but not criminal. Both the internal investigation and the FBI report determined that. The Mayor was the only one that was responsible for that minor misstep.

City council members attend a minimum of 4 meetings per month. The same as past years. They have council meetings, committee meetings and council at-large meetings. From speaking to one member they are putting in more hours and meeting 4-6 times per month. Peru is also on the low end of elected official pay.

You would have to give us a breakdown on how much and who attends all those so called conferences. I would expect that most of us agree that educational events are needed for all.

I believe there is a law in effect for bidding governmental contracts. Some of these contracts you may referring to may be not as easy as we would hope. Engineering, water testing, legal are all under a service that includes many facets. The main reason most cities don't bid these services is for the simple reason of competence. Do you want a $12 a hour attorney? Do you want less and rusty water? And engineering for government jobs is all the same fees. I may not understand the many services each of these provides for the city. I do know that having these people live in the same area results in more ownership and better service.

Looking on the web site we see the closed meeting minutes are released in a timely fashion.

I agree that you should ask questions of all public officials. I do ask and have gotten answers. I suggest you to do the same. There numbers and e-mails are all posted on the city web site.

Government, by its very nature, is inherently corrupt. It is the responsibility of the people to ensure the corruption is minimized through constant badgering and oversight. To trust a government official - without verification - is the same as trusting a five year old child. Once your turn your back, they will be up to no good.

These are the secrets to good government:

Trust but verify. Assume anything your are told that does not include verifiable evidence is a lie. Get it in writing - do not accept "word of mouth" from a politician. If he or she cant write it in a letter or e-mail, then they are being dishonest. Do not give them money that does not have a specific purpose. Limit "general funds" to the bare minimum. Keep most funding in restricted use accounts. Limit their options on taxation and DO NOT bend to emotional calls for action or unnecessary urgency.

Good luck getting our local government officials and politicians to put anything in writing. Most of them can't spell. A majority of our aldermen think "e-mail" stands from express mail from the post office. I'd be OK with that - but they can't seem to find any envelopes either.

It is funny to watch our local politicians talk to each other also. They cover their mouths like they are an NFL football coach or mob boss. Yup. just like the later... useless, slimy, .... But hey! We're going to have fireworks! And Trees! And a Gourmet Burger Joint! And lights at the Airport!

There is an interesting article in the Ottawa Times this morning. A bit of business news that our local paper does not like to cover. A new Automotive parts manufacturing company has secured financing from Starved Rock Country and will be building their product in the Westclox building.

Since this has nothing to do with retail, and the company is unlikely to purchase advertising space, we won't here much about it in Peru. You see, economic development in Peru is ONLY concerned with businesses that generate sales tax revenue. The City of Peru is actually discouraging industrial development because in their short sighted view, there is no bang for the buck. They would rather give $800K to a juiced in developer to build a movie theater (and create a new amusement tax) than take that same $800K and invest it in a small manufacturing business.

Yup - that is what our local government wants. Tax revenue to pay the highest municipal salaries in the county.

Maybe some people are misunderstanding this. Local government is like a child. Unless they know you are constantly watching them, they will try to do things to satisfy their needs. The Harl Payroll fiasco is a perfect example. He thought that he could avoid the salary freeze by using illegal overtime hours. The reason he thought this was he believed nobody was checking up and he could just float it through the system.

The General Fund is another big hiding place for sins. Personally, I think that every tax dollar collected should be tied directly to a government need. So if the city hall telephone bill is $20.00 - they need to have $20.00 in tax. Now I realize that the budget can't be that exact. So if the bill comes in at $19.00 and they collet $21.00, the extra two dollars should be set aside in a restricted account that can only be accessed by a super majority vote of the council. They should not be allowed to spend the $2.00 on an unbudgeted item.

"...a draft of Utica’s comprehensive plan (58 pages long) is now available for public inspection at the village hall and will later be made available online... Utica’s long-term goals, delivered drafts Tuesday to members of the village board and planning commission."

Peru has no such plan. Otherwise, we would have known about this new multi-million dollar Public Works Complex being built up by Area 51.

Peru has helped out a great deal in the manufacturing sector. Look up north and you see James Hardie, Eakas and more. Look south and you have many. I don't think Peru has lost the manufacturing sector, its just hard for the US to compete with the China and others.

From the information acquired your city only taxes a very small portion of the entire city operations. Most of the revenue in derived from fees like sales tax, electrical and water. And my question is what if they allocated that item in the budget and never spent the money, or if they budgeted silly items? Would that stop useless spending? The only way is to elect and hire sharp people with skills to keep your city solvent. From the information on the web site and others, your city of Peru has a very good financial outlook. Too late to demand answers. Too late for accountability of elected and appointed officials who conducted all business concerning Area 51 behind closed doors. Also, be assured that equipping that monstosity of a building with office space, HVAC, office furniture, computers, lighting, tools, hoists, plumbing, electrical, landscaping, restrooms, plumbing fixtures, locker-room/change-room, lunch-room/break-room, etc. etc. etc. will cost hundreds of thousands of dollars. The tax dollars for all that work and all those bells and whistles will be doled out to connected local companies and contractors via the "project manager" aka Vissering, as determined and instructed by city of Peru officials. There is a shit-load of graft, cronyism and Peru-style corruption yet to be realized from the new Plank Road Taj Mahal. Bread will be buttered on both sides for this project folks. YEE-HAW PEE-RUU!

A project manager designs the specifications for the project. That is precisely why the city has a project manager. Each aspect of the job is on a sealed bid process in which those bids are opened by the city and granted to the winning bid. I would agree that you will need restroom facilities, real plumbing, lights and even those computers. What do you expect? If you live in Peru you are probably embarrassed at the current facility that houses the public services.

If you don't trust anybody, I suggest you go to each meeting and read the bid packs. Also go to the meetings when they open the bids. It the same process that thousands of other jobs in both government and private sector utilize.

If you live locally it would be my hope that local companies get the bid.

11:43, don't blame China for what the Democrats under the leadership of Michal Madigan and Frank Mutino did to Illinois. We would have ten times the manufacturing locally if it was not for those jokers. Low skilled manufacturing does belong in China. However, in the US as a whole, modern manufacturing is making a resurgence. Even the manufacturing of consumer goods is rising in the US. The bean counters are figuring out that the transit time from Shanghai, with its multiple container minimums is just not worth the few cents saved.

They already picked the winners - so "opening the sealed bid" is just a formality. The winning number was leaded to the designated winner weeks ago.

Someone asked about walking into city hall to attend these alleged bid openings. Be advised that Harl, Bernabei, and the council are now making it even harder for citizens to even gain access to city hall. They are using fear-mongering in the name of security as just another way to limit the public's access to even entering city hall, let alone attending a supposed bid opening. The Illinois Attorney General's website says government should Open and Honest. Peru's govenment is without question "Closed and Dishonest".

Boss Harl, Bobby V., Barnaby Jones, and Not the King desperately need you to spend money in Peru so they can Butter their Thanksgiving Bread. Also, poor "J" is in dire straits since the TIF money has been taken away from him. Luckily, he gets all the municipal sales tax generated in Peru's northern shopping district. But it is still going to be a tough year for him.

On another note. The word around town is that the Peru City Council will be passing an ordinance next week to put a 5% Surcharge on red kettle money. Sappy was heard during the "spikes" meeting lamenting over the fact that Peru has never taken advantage of this revenue stream. "W" vowed that this freeloading will no longer be tolerated and if the people have extra money to put in the red kettle, then Peru should get a cut. Boss Harl cautioned that they need to hold a committee meeting first, so nobody knows about it.

Salvation Army collects money during the holiday season. They collect it in a Red Kettle. Peru wants a cut - either a flat fee or a percentage of what is collected. This goes back a number of years. Some of the older Aldermen have been heard to comment that collecting for charity at every store door annoys them and they want to regulate it so there are not so many. But then the Peru Little League balked and things got quite for awhile. Its coming back up again that charities should be charged for the privilege of colleting money in Peru retail districts.

It wont be a direct tax. It will be a permit fee. Up to several hundred dollars per day depending on the location. I think they have Chamlin drawing up a map with foot traffic information so they can charge more for the prime locations.

Who handles Peru Public Relations Department? Is Peru headed towards being a isolationist city? Wanting a proportion of charities collection and than approving a city donation to local clubs is brain dead.

Peru has become very isolationist in the past few years. Everything possible is done in closed session and few if and decisions are publicly announced before they are a done deal. They don't seem to communicate or share with other local cities, except for the cooperation between police and fire when required or needed. Since the Mayor has removed himself from the actual involvement with the city administration he is in some sort of limbo situation. What does he do anyway?

Someone should FOIA all the cities Depts FOIA request for the past year it will tell you a lot what's going on in the closed sessions!

The park in the east end of Peru is beautiful but I no longer see the local tenant who was living it it. How much rent has the city temporarily lost per month or has the city relocated him to the Rotary Park. Some swear that a property owner on the plank road rents land to these unfortunates also.

The local tenant has been sighted in the East End Park this morning and again on my way home this afternoon. Loves the parks Xmas decorations.
