so you are saying he is happy that he will loose over a million dollars he would have been entitled to over the life of the TIF? That is how this TIF worked. The money did not got to building infrastructure. The TIF's in Peru take the increase in tax revenue and give it to the developer to offset their business risk.

7:35 that is how TIFs work everywhere. The WalMart distribution center in spring valley was prime farmland turned into a TIF.

That is not how TIF's work everywhere. What they are supposed to do is pay for the road, sewer, water, power infrastructure that needs to be run. Another use is the demolition of old buildings. They are not supposed to be direct payments to the developer to offset their business risk.

Peru's plan was to pay the owner of the new motel for the cost to build the hotel. Therefore, the owner's risk is averted. He gets all the profit. Does not have to invest his own money. And laughs all the way to the bank.

The TIF in Spring Valley paid for water, sewer, and electric utilities and access roads.

Another thing to note is that the area was already developed and considered prime commercial property. There was a very low risk to the developer to build anything on that property. Why should the government pay him to do this? This is called "Crony Capitalism" - "an economy in which success in business depends on close relationships between business people and government officials. It may be exhibited by favoritism in the distribution of legal permits, government grants, special tax breaks, or other forms of state interventionism."

We need to end ALL the cronyism in Peru!!

7:48 AM I agree with you and often wonder if the government officials realized what they were submitting to when they agreed to "Crony Capitalism" with developers. By now if they do not understand the unfairness of this concept they should not be holding office. The most recent Peru TIF is inexcusable and those who filed for it should be punished by law rather than compensated. There are many areas in Peru that a TIF could be applied for honestly rather than a multi million dollar completely constructed business investment.

Wonder if any members of the city council ever think about shopping for groceries outside of Peru? Lots of people are doing it and getting not only a variety but even bargains. Competition is good for all businesses.

8:05 PM, Competition is not welcome in Peru government and is only practiced on occasion by Peru officials. Competition and free market practices interfere with steering city contracts to friends and political supporters of our mayor and aldermen. Competition, aka "competitve bidding" is done only selectively by Peru's city council. Saving taxpayer dollars on contracts has very low priority to the Knuckleheads.

another thing that Peru does well is break jobs into smaller jobs in order to avoid the dreaded "bidding process."

Think of it this way. If they needed to replace every telephone pole in Peru - they would not consider it one project. They would consider it 1,000 small projects. They would buy each telephone pole individually instead of sending them all out for bid in one lump sum.

I saw this happen in a committee meeting. Boss Harl directed them to break up a project in order to avoid having to go out for bids.

I buy most things, other than daily necessities, on-line. If you plan correctly, you can save a lot of money. Especially if you meet the free shipping minimums. Why volunteer to pay sales tax? I avoid it as much as possible.

I guess it's sad and ill informed that you wish your sales tax dollars going somewhere else? Those sales tax dollars are used to run your city, pay employees and turn the local economy! The stabbing and vindictive approach from a few of those who were not selected or disappointed with the elected officials never stops. To think you want to wish your city ill by not shopping locally is insane. Everything depends on commerce in your community. Your public safety, your schools, your tax rates, etc.

I don't think Peru has any local businesses. Oh wait, we have slot machine store fronts, a "Vape House." 98% of Peru's retail is Big Box stores that suck the profits out of the area. If I'm going to spend my money with them anyway, I might as well get it free of local taxes.

Furthermore, the choices at our "local" stores reflect the demographics. If you don't want to dress exactly like your neighbor, you need to buy your clothing on-line.

The only way to reduce the size of government is to starve it out. Less revenue equals less wasteful spending! Everybody needs to do everything they can to keep money OUT of the hands of government.

2. Have you ever had a job for longer that 1 week? - yes - I have had no break in employment since 1987.

3. Are you a member of the socialist party? - Absolutely not. I believe in free market and small government.

4. Have you graduated successfully from the 4th grade? - No, I have technical degree.

5. Are you currently in prison using the web based prison program? - No, never been to prison. I have one speeding ticket issued in 1992 and one "failure to yield" from an accident in 1986. No traffic or criminal violations other than those.

Less money in the hands of the government will force them to reallocate funds to what is actually necessary - instead of $500K bocce ball courts and concrete slabs with a lawn sprinkler. But, it is the Baby Boomer Politicians that will cut the police and fire instead and trick the drive by voters into thinking more revenue is needed. The City of Peru and the State of Illinois have never had a larger revenue stream, even when adjusted for income. We spend to much. The only way to stop the spending is to cut off the funds.

If the politicians cut the police and the firemen - instead of useless grants to plant trees, etc. - they will need to deal with the mess.
