Wow! who did Chicago pay to make the list?

Lois, Any report from yesterday's Task Force Meeting? Or as I call it,
"The Rubber-Stamp Doug Bernabei as Peru City Administrator Task Force"

Chicago is a great city in many ways actually. They don't rate cities on politicians you don't like.

11:24 why are you asking Lois? Find out for yourself.

I just read the minutes from the last Administrator Task Force meeting. They will be looking at organizational charts of other towns the size of Peru. It will be interesting to see if any other towns have a city administrator or a city manager.

2:34, Lois usually attends these meetings. Did you attend the one from yesterday Lois? In the minutes it stated that Eric Carls would be interviewed yesterday.

The committee did interview Eric Carls and I thought it went very well. Eric is knowledgeable about his job and he answered all questions well. He definitely showed his professionalism and to me that was very welcome.

No organizational charts were discussed and I don't know if they received them from the Peru Mayor.

They also interviewed the 2 foremen who are currently running the electric dept. and a foreman from Public Works.

Oh yah, Chicago is a great City. It will be filing for bankruptcy by the end of the year. Great City - a person is shot every 3 hours and 55 minutes. A person is murdered every 23 hours and 19 minutes. Yup, Chicago is a great city. Not even to the corruption yet... lets see, School District employees embezzling just about a million dollars. Yup, great city.

Thank you going to that meeting Lois. Please tell us what the foremen had to say. Also, was Harl, Bernabei, and King in the room when the foremen were interviewed? If so, that would be create an unfair influence on the foremen with the "bosses" present. That would be another indication that the Task Force is improperly handling the situation. How many employees in the real world would be subjected to having to critique the performance of their superiors? Very unusual and very intimidating for an employee.

3:41 If you wait until the next meeting the minutes from this one will be released. The administrative secretary takes excellent minutes. And no, neither the mayor or the ASM or PSM were presented during the interview.

It doesn't matter if the mayor, ASM, PSM, or the Queen of England was present at these interviews. They will all hear about it, and the foremen know that and I'm sure were very careful with their words. Besides the administrative secretary and the ASM are neighbors and friends. I'm sure the ASM had the details right after the meeting.

If the task force is truly interested in employees valuations why don't they create a survey amongst themselves. I would pass out this survey on city time and give city employees all the time needed to fill out, also there would be no numerical numbers or alphabetical identification of test to know the employee and all answers would be preferred in print, answers could be true false. essay, yes or no, 5 to 1 or other means.
Questions could be supervisors knowledge of job, ability to communicate and instruct, makes effort to approach employees properly etc.
Survey would be distributed in groups to eliminate individual identification and it would be stressed to complete with truest answer.

8:31 True. Very true. No one is going to express displeasure with the way things are running for fear of losing their highly paid, good jobs.

To 9:00 AM, That is a great idea and would certainly allow for honest and candid information from the employees to be shared with the task force. Therefore, it will never be recommended for implementation and will never be done. Makes too much sense and is way too honest.

If I understand the task of this committee is to determine whether a city administrator would be beneficial to the city. Is the committee asking these employees questions to determine if Bernabei will be a good fit, because that is not their objective. I don't understand why they are questioning Bernabei and King about their jobs. If they decide the city would benefit from a city administrator, and if Bernabei isn't chosen for this position, will Bernabei and King go back to their regular jobs? This line of questioning the employees just doesn't make sense to me because the employees will have to make everything seem rosy.

That's exactly why the committee is doing what it's doing. This isn't a search for a city administrator as they already have chosen one, Doug. This is a very nice way to document at length how great a leader he is. As others have already stated, being so open no one would go against Doug. It's all flowers and sunshine and teamwork. Ask some of the PD people off the record how Doug handles his department and the fear they have of what he could do to their life if and when he chooses. Good luck tax payers.......

1:51 - We all know the city administrator has already been chosen by Harl. But I don't believe the committee knows that will be the end result. I think they genuinely think they are just trying to determine if the city needs an administrator. I would like to get their feedback after they have finished and made their decision.

Upon completion of employee's surveys usage they should be immediately shredded. No one should make knowledge of any of the questions as well as the answers to anyone outside of the task force.

10:28, I don't think so. The moment you let government operate in secret without good cause, the Republic is lost. There is no clear and present danger that would result from the release of these questions and answers.

10:28 :) I agree, our government needs to be able to accomplish its tasks free of interference from the people. The public can't possibly understand the vast intricacies of government. They will only get in the way and inhibit Progress. Governments need to operate in the dark, outside of the view of average "citizens." It's bad enough that they can vote on issues they don't understand. It is high time that we isolated government from the citizen - for their own good.

The reason shredding was recommended is that this would prevent tracing back to the responders identification.
Remember the only recipients of the survey are task force members who are not government officials and they are to determine whether or not if a city administrator is a needed position in Peru. They in no way are to choice the particular person selected. So far what has this task force determined should be the qualifications of a city administrator. Qualifications and responsibilities have to be determined before the need is created.
Many claim that the C,PPD is all but formally accepted the position. His appointment would be a shock and also a discredit to the position. First of all to be a good policeman you have specific dedication to protect society and secondly the background of each position could not be more different. It would be as poor a choice as placing a Chief in charge of a electrical department. Two completely different fields. As technology advances so does the stages of complications and Peru needs a Double E badly for today and preparations of the future.

Concerning the Electric Department. Sadly, its time has past. Peru can no longer effectively run a power utility. It takes more than a "Double E." The city does not have the political will to reinvest any profits into modernization. They just suck the money into the general fund. Peru is one big storm away from a total power grid failure and no reserves and no expertise to restore it.
