I doubt if it would be legal to lay off the entire work body and than immediately replace it. To dismiss a individual employee without extensive reason and documentation is difficult. Another factor to consider is who would have the carry over knowledge to continue to educate the new employee? Remember how many of these people acquired their jobs and why they continue to hold their job. The states problem could be that they are overstaffed, overmanned and under managed!
