The best way to promote jobs in Illinois is to improve the business climate for all employers — not just a select few.

Most jobs come from small to medium size businesses. Any incentives need to focus on those - not multi-nationals like Caterpillar and Boeing.
Small businesses also start in small towns. Small, specialized manufacturing is a niche that can be filled in the Illinois Valley.
