Banners and flags? Peru's downtown area is no longer viable as a retail district. If the City wants to have anything in that area other than Vapor Cigarette shops, mini-casinos, and second hand stores they need a real plan. The district needs to be reconfigured to support services. The old rat trap buildings - the bank, most of the block between Fulton and Peoria needs to be condemned and tax incentives put in place to demolish and build new modern buildings that support the service industry. Make it a 100% tax free zone - get the state involved to make this possible. NO corporate income taxes, no replacement taxes, and no property taxes for 15 years for anyone tearing down a rat trap, constructing a modern building, and operating a business in it.

Flags and banners. Get real. Waste of money.

The City should build a multi screen movie complex downtown. It can be used for film festivals and live performances and paid for through ticket sales. The commercial theaters never bring in true art films - we need to raise the IQ of the Illinois Valley. This can be done by government investing in cultural centers, theaters, and intellectual activities.

yes 7:27. Who would be going to this film festival? Will they be flying in from Cannes? If you don't want a public swimming pool in Peru, how would residents react to the cultural center of arts in downtown Peru?

Moving from the suburbs 3 years ago I have often wondered why Peruvians make so many sensibleness comparisons as 10:33 just has. A swimming pool in 2015 is really built for a very limited group for approximately 70 days out of the entire year. A cultural center would have a much larger age draw that drives their own vehicle and would attend from miles around. This age group also has money. When making comparisons do not compare apples to oranges.
Downtown Peru has been badly ignored in the last few years and has reached a such a state that all property owners realize that further individual investing without a professional plan is a waste. I've been informed that there has been more press and government time given to 38th street and Venture Drive in the last two years than given to Downtown Peru in the last 15 years.

I see that according to the newspaper the taxpayers will be paying approximately $150/banner. I also see that this is another project (using tax payer money) created by the so called Route 6 Downtown Committee. They have also received $25,000 for business to use for upgrades on their buildings. With that in mind shouldn't this committee and it's meetings be open to the general public as taxpayer money is involved? Does anyone know who is on this committee? Has anyone seen an agenda for this committee? Have minutes from these meetings been posted as of yet? I think someone dropped the ball on this one!!!

I pretty much said the same thing to our City Clerk months and months ago and while he agreed, evidently someone in the administration is blocking this from happening. Since I was ignored, I ask you to give a call to the clerks office and be a bit more demanding than I was. In fact why don't a lot of people call the clerks office and demand not ask. Please get back to us with the results of your conversation.

Scare tactics on a group of business people looking to promote the downtown? Why? Its just a group of those trying to put some life in the downtown areas. I applaud those involved.

4:11 Where do you read "scare tactics" in anything stated with regards to this committee? Nobody is questioning whether or not there doing something positive for Peru. It's just a matter of protocol that anytime taxpayer money is involved the OMA needs to be abided by. And, guess what!! Maybe there are others who would like to get involved and help but who do they report to or where do they go to get involved? Why the secrecty?

I thought this committee of which I do not know what its official name is or committee members are was a ad hoc committee independent of Peru government and Peru government financing. I have a hunch that if we knew who is in charge of this committee we'd have the answer to "Why the secrecy?".

Yes 10:50. I think you are right as to who is in charge. It is also a "fact" that this committee is getting government financing.

I think anybody can get involved by contacting Bob Vickery. The committee makes suggestions and has no spending ability. We are just a group trying to increase the RT6 business area. The grants are helping many small businesses and to get a grant contact Peru Public works. The banners will be paid for by those advertising and helped by the city with the city council approval.

This committee can be a private committee or association of business on Rt. 6. No problem there.
If public funds have been given to them, they must have been appropriated by the Council, and therefore the matter must have been discussed in a Peru Council committee and that committee should have been told how the funds would be spent.
That is the meeting that people need to know about. If our government is doing its job, it would approve or disapprove the use of funds for this project.

When this group was started there were invitations sent out by someone to attend if they wanted but not everyone of Route 6 business' were invited and this is the 1st we have heard that any body can get involved. The city council would have to do a lot more than discuss this in a Peru Council Committee to give out funds for banners. Can you tell us when this was approved at a city council meeting. Remember if and just because it was discussed at a closed session which would be illegal does not make the act legal.
Similar to the campaign signs when the wrong leadership becomes involved only problems develop. Peru is long overdue in the evaluation of its appointed representation and how they are performing their responsibilities.
In the situation of campaign signage most candidates did something wrong but nothing that was not forced by citizens was done about it. Sadly in Peru this proved the known fact that if someone does not push the issue the appointed city official finds it easier to do nothing and therefor does nothing but pick up his/her big fat check.

Drove by the area catty corner from city hall this week end where there is a apartment building on the corner which appeared to be a slum area and there also has been a apartment building in the old Art Theater which also appears to be a slum area also. This building is next to the the long unoccupied Amcore Bank Building. Wouldn't you think that the city officials would be contacting the owners of these buildings to eliminate present problems.
