The way it is done in Peru is through "friends of family." It is harder to trace that way.

4:03 Most places that hire summer help hire children of present employees 1st. This is done for several good reasons. I never worked for the city but do not see any reason that the city should not hire relatives, friends etc. If the employee is not efficient the city has Superintendents to handle the situation. The biggest problem I have found in my work experience is that the supervisor has never done the job, therefor he doesn't understand and can teach or explain the job and than retaliates at the employee. Clearly tell 97% of the work force what you want and expect of them and they will do it. As for the other 3% if you are a fair supervisor the other 97% will take care of the issue.
Peru has more of a management problem than a employee problem.

Anon 4:51, I agree with you it's up to the supervisor to take responsibility for the summer help, I know the person in charge a few years ago let go a number of part timers because of their attitude and work ethic, I also know he caught a lot of flack for firing them from the people in political positions, at least he didn't cave to them. I'm sure the people in charge will handle it the same way.

I find it hard to believe any part-time kids were fired. Most of them just coast along all summer and it has always been acceptable to all supervision. It's a Peru tradition.

In order to be 100% legit, the City should use a service like Manpower to recruit part time people in the summer. They can also take care of the payroll and all the tax paperwork for the temp. employees. It would make it easy for the city - they send one check and that is to the agency. No muss, no fuss.

Manpower is not cheap. Good management keeps good employees. In my opinion, nepotism decreased over the last 8 years after the baker admin left. That is, until bb brought in a few of his v friends.

First off - we need to end the "Summer Jobs Program." This is a creation by the council to give work to local kids - usually connected local kids. If temporary or seasonal employees are needed, document the need in the budget and hire accordingly. I like the idea of using a service. This would minimize the costs to the city.

9:22, I think the conversation is limited to temps. Having a service for temps is well worth the expense. If you fully document the cost of onboarding a part time employee you would be surprised. There is quite a bit of paperwork that needs to be done and it all costs money. But, I guess Peru doesn't really think that way.

9:41, then you would be complaining that the kids have nothing to do but get into trouble because there are no jobs out there for them. It is important for young people to learn responsibility and gain a work ethic to prepare them for the future. Your statement is pretty shallow.

11:06, no I would not. Teaching children responsibility is not a function of government. It is something for the parents to do. The government has enough to do without babysitting kids in the summer.

All major cities have summer job programs to eliminate crime. The program is federally funded.

There are many seasonal summer jobs and that is the main reason that kids are employed during the summer with the city. Kids can learn skills and create a work ethic that will help them later in life. The full-time staff can set good examples. Many of those professionals in our town have worked in a summer program like the city, parks, Y. There is a great benefit to the entire community.

12:04, Just because there is federal funding doesn't make it right. It is wrong. Parents need to keep their kids out of trouble. The government's job is to prosecute the kids and sometimes the parents when they don't stay out of trouble.
Again - it is NOT a function of government to raise children and teach them good work ethics. That is the job of the parents. Period! End of Story.

We don't have money for all the stuff we actually need the government to do. Giving tax money to "teach kinds how to work" is pure waste.

If there is a job that needs to be done, that is fine. Pay somebody to do it. Don't just give kids busy work in the summer because it "builds character". Frankly, I'd rather see prisoners from the County Jail doing some of that work. We are paying for their room and board anyway - might as well make them earn their baloney sandwiches.

The problem is you don't have enough parent's responsible for themselves let alone children.
Who created this group of irresponsible parents? The same group that complains about government getting involved in raising kids. The same group that complains about youth employment programs are the same ones that collect all those freebies.

With the current state of chaos and confunsion in Peru government, I would not want my children being exposed to what is in fact a very "poor" work ethic demonstrated by those in charge of Peru. As well as an unsupervised and unorganized experience for anyone employed by the city of Peru. Your kids will only learn how to cheat and scheme as city employees in Peru. No thanks! My kids will work fast-food and volunteer to learn a work ethic. I could not trust anyone currently affiliated with Peru.

Every program the government provides comes at a cost. These costs are paid for by productive members of society. If we want to continue these programs, every individual needs to be ready to pay more for them. So, how much are the people of Peru willing to pay for an ineffective summer jobs program? Casual observation shows that the point of the program is not the actual work that is being done. It is easy to see that the point is to give kids a job - the work not being important, but the paycheck is.

The other social programs that the government "gives" us also have costs associated with them. Nothing is free. Here are some suggestions on how to reform some of the funding to make them just a tiny bit more fair.

Schools - they should have a dedicated local revenue stream (real estate tax) that is graduated based on the number of children under 18 living in the household. Additionally, a slight modification should be made to the income tax code - So, instead of giving a tax credit to parents for each child, do away with that credit and send the tax amount that would have been credited directly to the school district they live in. That way, parents will pay more of the cost of schools than they currently do.

Social Security - Individuals and their employers fund this program. The government manages it. If the program is to remain viable until the Baby Boom generation runs its course, the younger generations will need to put more in to the fund. Otherwise, it will fail.

Food Stamps - This can be funded entirely by a slight increase to the agricultural real estate tax AND removing all farm subsidies for agricultural production that is not tied to food - i.e. Corn that is sold for ethanol.

Medicaid & Medicare - These should be fazed out with the provisions in Universal Health Care.

9:12, I want to hear how you feel when your 65 and have health issues and the Medicare/ Medicaid programs are no longer, your insurance premiums are going sky high because of your age and health, many people have to file bankruptcy let alone selling there property. You must be well off to come to that conclusion, the bigger per cent aren't.

10:15. Please read all the words. The point behind the Affordable Care Act is to prevent the premiums from going sky high. Please keep up to date with the times. Part of the plan, weather or not it is written or not, is to do away with Medicare and Medicade - but we need to bridge the gap between then and now.

First step needs to be increasing the Medicare tax on the current work force. This will help bridge the gap until the program can be fully transitioned to individual insurance plans.

Next step - mandatory health insurance for younger folks. Young people don't use medical resources as much as older people do. So we need to put some real teeth into this law. I mean teeth like forfeiting all of your tax refund if you don't have insurance. Teeth like jail time if you are working and you don't have insurance. Obamacare is great, but it needs real teeth! People will need to be absolutely forced - at gun point if necessary - to forfeit part of their earnings in exchange for insurance no matter if they use it or not. It is just something that people will have to purchase.

11:18, what are the elderly supposed to do, they can't afford the premiums under Obamacare. What we were told was lower premiums, didn't turn out that way. They are not trying to phase Medicare/ Medicaid out, most of Obamacare is being funded by the states through Medicaid . The Supreme Court will be making a ruling on it this year, then we will see what happens.

12:49, eventually those programs will have to go away. But it will take many years and will have no effect on the people using them now. The trick - if you can call it that - is to force people to have insurance all of their lives. If you have 320 million people - each having a premium paid in their name - either by themselves or their parents - the system will work, mostly because almost 50% of them will not use the coverage until they get much older.

1:20, we need to face it though. If there is a particularly large generation, changes need to be made early to compensate for it. Also - we need to start considering issues caused by lifestyle choices. And finally, the heroic efforts at the end. All things that people would rather not talk about, but the conversation needs to happen.

Apparently Lois likes the butchering of the King's English. I sent a post about the horrific grammar used in a lot of posts and she chose NOT to allow it. More of the same will drive more and more people away.

I did not post your comment on the grammar that sometimes appears here and this is why.
I understand that many people use the modern convenience of an IPhone type means of communicaton and these items do not have keyboards that are large in size like the ones we use at home and as a result the small keyboards often result in poor grammar and mispelled words. As long as I can understand them and most understand that the grammar is not because the writer is stupid or illiterate but simply using one of our modern means of communication.
On FB there is a post that frequently makes the rounds and it consists of a bunch of letters that look like they are unintelligible until you look at it for a minute and then you relize it is simply a few beginning letters of words that you recognize and pretty soon you are reading it as if it were the Kings English. Sorry you are upset but if I can read it and the post is legit, it will be published.
Actually sometimes people write back and apologize for the wording.

"Modern means of communication" can be set up to NOT USE bad grammar. Either these "modern" people can't figure out how or they don't or CAN'T proofread. Very poor excuse for the use of terrible grammar and spelling. If you like and understand the gibberish, then continue to accept it while people than CAN read laugh and disregard it.

@ 2:02, before you criticize somebody for not proofreading, perhaps you should try it yourself, I think you meant "that" can read, not "than" can read. Smart phones have small keys which can make it easy to hit the wrong key.
