Public Services Technician Job Description

Public Services Technician The City of Peru is accepting resumes for the position of Public Services Technician. This position will provide assistance to the City Engineer in preparing engineering plans and documents, collecting and processing GIS data, and inspecting Public Works and City Engineering construction projects. Additional responsibilities will include assisting the Building and Zoning department on an as needed basis. Qualified individual will have an Associate's Degree or higher in Engineer Science or Computer Aided Drafting and a minimum of five years related experience with an emphasis on transportation, roadway, utility, site development design and drafting. I am sure if qualified the unpaid volunteers who were never given a Thank You or acknowledged by the Mayor or other city officials for working on planting flowers would give the city a hand. This group were not only unpaid volunteers they did not ask for or receive a expense account or a credit card. These people worked for the pride of Peru and asked for nothing else which in itself makes them one of a kind in Peru.

They were never thanked because they were not wanted. Boss Harl is a union man and believes a union person should be paid to plant flowers. Not to mention the fact that the planting volunteers were organized by and included Alderman Perez.

After seeing the proproganda on Facebook, how the City did agreat job plowing the streets. I think we should hire a street snow checker. Someone needs to take a picture of sycamore street right now! LOL. Where's the plow trucks now. I guess too much OT paid out. Where's the part time snow birds? I guess the Union contract will not allow to have them!

Wow. I saw qualifications required. That should be posted here also. They want degree, years experience.....why we paying those with same job titles as needed as what we supposedly have now. What am I missing here.

7:32 You must have a serious problem. This city looks pretty darn good based on the amount of snow we received and the amount of time put in to get them clean. If you think the streets look bad, please take a drive on 51 or a little out of town. Peru streets are much cleaner overall.

856 the big picture is yes we had a lot of snow, the city had there crew out, but why gloat over it on facebook. The Chiefs in charge are just setting themselves up for criticism. However, there are many streets in Peru that need re-plowed. Some are horrible.

8:55 must be the chairman...he has blinders on several streets for 3-4 inches of heavy slush and intersections are not as clear as they could be...its need a good day of clean up

Suggestion, whomever us in charge of those who plow snow for the city needs to tell the drivers they should obey the traffic laws. Yesterday saw one not making a complete stop at stop sign. Too bad I don't have a dash cam. Really should get one.

Another unnecessary hire. Another phony interview process to be conducted by the HR person, after which a pre-determined individual with connections will be hired. Now the City Engineer will have an assistant. How long will it be until the Technician will have his own assistant/intern? The inmates are running this insane asylum. Nobody to hold anybody accountable and it just snowballs more and more out of control.

Read the job description carefully. Shouldn't Harls appointees or appointee of Co supers have those qualifications and more. Seems to me that this Public Service Technician we're seeking is to be a Co super of the Co supers. Doesn't make sense. Can anybody explain and let us try and understand what we are missing. Is something being set-up here to make changes of job descriptions in the future?

Recently the Peru Rec Bd has decided to lend a helping hand to Ald. Rodney Perez with his snow days at McKinley Park. This kind gesture shows appreciation to Alderman Perez and sets a outstanding example of city cooperation. A great follow up for the Recreation Board would be to acknowledge Rodney Perez with a annual snow day in his honor. Would the President of the Rec Bd or the Mayor make a motion to the council of such a idea.

Also the roads are better than the first snowfall and we appreciate all theirs efforts however there are so many streets with a lot of snow still on them I don't understand why they are not out plowing these now

Snow plows commonly do not stop at stop signs if it is safe to proceed. You need a little speed to move the snow out of the way. any experience snowplow driver will tell you this, and of course they will stop if they need to do so, but this is also how they clear out the intersections.

Seriously, can we stop armchair quarterbacking the snow removal? I travel for work and our streets are the same as or better than anywhere with a similar amount of snow.

9:40, You are misinformed about plowing. Talk to a professional who has been in the business for years. Don't make excuses for plows not making complete stops. They should be obeying the rules of the road just like everybody else. Say a plow plows 50 feet of snow to a curb, they stop, lift snow up over curb. Trucks have the power to continue pushing the snow after making a complete stop, if the drivers knows what their doing.

Whenever someone believes a specific gender should be hired because the last person was a male or female therefor the next hire should be opposite does not belong making business decisions.
If the best candidates come in continuous succession and they are of only one gender than that is the gender that should be hired.
To hire women because they work for a lot less money is not reason enough. Quality and amount of work must be considered.

11:27. They must? So should the 9 of 10 cars who roll through the stop sign, but not everyone does. If you stop behind the line every time, good for you. Most people don't, just as most people don't drive 20 in the school zones. Do you? Of course you do, you have your Illinois Traffic Code there with you. I think we should drive 20 in the school zones, but I'm willing to make a reasonable exception for the guy who is getting his wife to the hospital before the baby comes. My point is I think reasonable, rational people understand why they might roll through a stop sign. The rest of us will live in that world. You can raise up your rule book every time a a snow plow rolls through a stop sign and blog about the evil snow plow drivers. My response is: get a life.

It's very common for a City Engineer to have a technician working under him. The technician typically performs the field work, like construction layout and inspection, pavement evaluations, etc. The Engineer (in a City Engineer capacity) is a paper-pusher...applying for grants, applying for permits, processing payment estimate, organizing contracts to go out to bid, etc. Given a town the size of Peru, and given that Carls and this new hire know what they're doing, there should be no reason to involve the consultant in any of the road work anymore. A consultant will still be necessary for larger projects, but hopefully we'll see a reduced bill from them moving forward. I won't hold my breath, however.

Anon. 1:53 Why should a snow plow stop for stop signs ? This is Peru, there are no rules. No one including almost ALL city vehicles seem to go through the stop signs. Check out the signs by the library. Watch who goes through, without stopping, on a regular basis. When is the last time you saw any traffic violations in the paper for Peru.

12:13. Well I must be the exception then. I stop at every stop sign for a full three seconds - at least. I drive the speed limit - always. I enjoy frustrating people on 251 by going exactly 45 mph. It amuses me. I was going to Spring Valley once and took Shooting Park Road all they way to Meridian Road and drove the speed limit the entire way. Boy did that little girl behind me get PO'd. She must have been late because she floored it as soon as we got on Rt. 6 and she could pass me. When I got to the curves - I saw her pulled over by one of Spring Valley's finest.
I also enjoy the Peru 4 way stop signs. Since I never talk on a cell phone while driving, I know who's turn it is at the four way stops and I never pay attention to the people that try to wave me through. I just wave back until the eventually go.
Oh... and I actually turn into the correct land when I turn onto a multi-lane road. Something most people in Peru also screw up.

Why should a city truck be allowed to roll thru a stop sign without question when local police will always stop one for not using or turning on their turn signal later than the police want when there isn't one other car in sight. Also why do local police car have to ride on the tail of other cars and why do they speed thru areas which are congested? I mean hot rod speed!
I don't care what part of town you are in you'll always see at least 2 squad cars and 2 to 3 city trucks. What is the exact count of city employees by department? As a group there are none that have more voters involved.

@ anon 4:29 p.m. Good question! How many city employees are there per department? The ppd chief said during the last snowstorm that we have 17 snow removal vehicles. Do we have that many employees to use all 17 at the same time? Do they all have a CDL?

Check and see if the appointed Co supers of the Public Works Dept. Have a CDL. Shouldn't they have a CDL? A drivers license shows it. Easy to confirm.

When instructing a trainee supervisor one of the golden rules is that he learns every job which he supervises. I am not saying he has to be better at the job than those he supervises just he has to be able to do the jobs. This enables him/her to understand the job and to be able to react in emergency conditions.
If all employees are required to have a CDL so should the supervisors even if they are administrative.

If a person is in an administrative position overseeing a department as a supervisor shouldn't they have the same qualification and knowledge as the employees as the department? Example for other departments, such as the electric department, shouldn't supervisor of that department have certifications as an electrician? I could make reference to other departments also.

If you are interested in comparing the number of employees of each administration remember to compare work loads also such as Peru no longer has a swimming pool. Also compare summer part time help and that the pool is no longer in existence.
Now lets really start to compare the number of jobs outsourced and costs per administration.

Summer help employees increase each incumbents vote count by many many fold. All family, relatives, neighbors, voting age friends and fellow students total up to a huge quantity when you consider a summer help workforce of 40-45. Now add in all city employment and their family, relatives, neighbors and friends. In the city of Peru it is impossible to beat a incumbent if the incumbent simply keeps his patronage happy. This is why you will never see a reduction of city employees no matter how much outsourcing is done. The same grass will be mowed every day of the week before there will be a city employee lay off rain or no rain.

When the pool was open there were 40 summer employees the following year with the pool closed there was a increase of summer employees in one of the driest summers ever city parks were being cut 3 times a week. There are summer employees hidden for the entire summer, for example how many are assigned to a private corporation who contracts with the city named TEST?
Watch this number increase the summer before elections. The program has turned into nothing more than a political tool.

Anon 8:18 You want to know how many people the city hires for summer help - too many and the number will go up the summer after the one upcoming. Take all bets you can get on this because there is no way you will lose with a Mayors election taking place the following spring.
Also consider the fact that 4 retired adults are hired as summer help but start earlier and stay much later than the summer months. Their pay scale is higher than the students.
