should say on agenda for possible vote. To say they are being passed is misleading as there has to be a first a second and majority vote to pass so your suggestion they will pass or to say they will fail is premature

Sure they can discuss the location of the proposed medical marijuana dispensary in "closed session".
They can discuss anything they want as long as they can hold back the minutes of the "closed session" until all they discussed has been acted upon and it is to late to do anything about it.
Now if you are asking if it is legal to discuss this subject in closed session you would have to ask a lawyer. But choose your lawyer carefully I know some I would ask but I know others who I wouldn't ask.

all discussions in closed session must meet the requirements of the open meetings act. They cannot deviate from the specific exemption that they used to go into closed session. The attorney generals web page has information about subjects that can be discussed in closed session.

5:221 am, Huzzah? If you are serious, and I really don't know if you are being sarcastic. But, if you are serious please read on.
Good day for who? You must be an insider or at least one of the dim-witted cheerleaders for Good ol' Peru. The Peru council showed once again that they have no clue of what their duties and responsibilities are to the people they represent. This whole situation was released to the public less than 10 days ago. The Planning and Zoning meeting was the first time the issue was allowed to see the light of day. The general public was never informed of or provided adequate opportunity to participate. This is all deliberately designed by Harl to limit the public's input. This administration has no intention of ever allowing its citizens to become informed of an important issue before it has beeen discussed and decided upon outside of any public meeting and until they can finalize it all at their regularly scheduled Closed Sessions. Harl and the majority of aldermen are proving with each and every important issue that they have no intention of being "inconvenienced or delayed" in deciding any issue by the citizens they have such disregard for. They are laughing and back-lapping amongst themselves at the bar after each and every meeting when they have rammed something through before the public even knows what the hell hit them. It's obvious that they are growing more and more comfortable operating a "Closed Government". I suggest we refer to the ever-increasing number of backroom Closed meetings as the committee "Meetings in the Hole". The more they do it, the easier it becomes for them. The easier it becomes, the more they will do it. That is lazy government, by lazy elected officials cheating the public on a regularly scheduled basis. Welcome to Peru EOG. You will get whatever you ask for so long as you observe one simple rule. Remember, everything is a secret until it's time for us to vote on it. The good folks of Peru who pay for everything we do are on a "NEED TO KNOW BASIS" only.

Easy 10 employees plus 12 truck drivers and average that out at 2 per family so payment 44 and if none are with children it would be zero.

Truck driving jobs are high in demand. Just look at help wanted ads in all newspapers. So saying 12 truck drivers is quite funny. Pay scale not so high, and who is to say those truck drivers will be local people? How about a company with 100+ jobs, thatigjt make an impact.

4;09 If you have a company with 100 jobs, please let them know that the area needs jobs. Otherwise we will take 10-20 jobs at a time. Do you know that most employers don't hire 100 at one time? Westclox won't reopen and if a warehouse came into town to employ 100-150, could we fill those positions?

Westclox hasn't been open since the 80's and you still are using this outdated example. Update and get with it 5:05 it hasn't been more than 4 years ago that a corporation inquiring about locating in Peru with a start-up of 300 to 400 jobs got no further than a phone call because it was non union.

6:31 your on Fantasy Island with a company of 300-400 jobs. Please tell us which company and who answered the phone? There are plenty of employers that are non-union. You have been sitting at the coffee shop too long. Nobody is coming to open up a plant with 300-400 jobs in Peru, Illinois or the USA! No more clocks to make, no more companies employee that many to make anything. Service is the field not big manufacturing centers. I encourage you to watch at least one financial news program and you will get the hint. Next time Otis tells you that a company called and your city isn't interested ask Otis to take a drug test.
