City of Peru to IL Valley Green LLC Summary of Ordinance

On May 19 there was a vote by the Peru City Council to sell 44.723 acres of real estate to IL Valley Green with the vote being 6-2 with Ald. Perez and Ald. Mueller voting against because they felt it should have gone out for bids.
The ordinance is No. 6002 and this is a brief summary:

Whereas the City of Peru owns the 44,723 acres of real estate generally located at the soutwest corner of N. 2551th Rd and IL Rt 251 .

The City and and IL Valley have agreed to the purchase price for the property with easement for ingress and egress, of $75,000.

Whereas the property is not useful or profitable to the City, is an expense to the city to maintain and sale of the property will promote commercial and economic growth of the city and
Whereas the sale of the property and easement to Il Valley Green will provide needed revenues to the City, will increase the economic development of the City, will promote the employment of the residents of the City, will increase the real estate property tax base of the City and will remove the blighting influence of stacked reinforced concrete decking on the property.

Whereas the property is zoned M-2 Manurfacturing

*Whereas on October 17, 2012, Douglas O. Biederstedt, then a State certified Appraiser, opined the value of the Property to be $75,000.


There have been many questions thru the years about that stacked concrete with rebars within and the value of them and also the gravel from the crushed concrete when it is crushed.
Possibly enough to cover the cost of the property? I am not aware of any public discussion or explanation regarding this or if an engineering report or assessment of their value was ever done. Was the appraiser able to give a stand alone value of this commodity?

This ordinance leaves more questions than answers given.

Yeah to Aldermen Mueller and Perez for voting no and for knowing this property sale should have been made public instead of a back room deal for one buyer. Boo to the other aldermen and the city attorney.

People of Peru you have to understand that it is a small group of aldermen, city administration andapointees of the Mayor that are managing Peru. Do you expect fair representation from this group when they voted themselves a yearly salary and reduced their number of council meetings by over half?
It is not surprizing that the city made another sale without open bidding as this has become their normal way of doing business.
I truly believe that the FBI has found so many wrongs in Peru that the citizenship will not understand the report no matter how simple and through it is presented.

This land should not be developed. It is in a floodplain. What is this "IL Valley Green?" I can't find a web page for them. What do they plan on doing with this property?

I can remember that mertel gravel was looking at this to buy. I would have bought 44 acres for 75K if it was a legitimate sale. This city counsil is not doing their due dilligence,

This is an item that seems to show lack of diligence, insider deals and a getterdone attitude. There fore, as many who complain about the blog state, it is trivial. Stop talking about it. Look the other way. Dont care about this small transaction. Stop being so over zealous. Its just like concerts and pickleball, ignore them.
Go out and DO something. Accept that your leaders are handling all the IMPORTANT things, and cant be bothered with circuses, land sales, contracts, concerts, and parks. There are BIG things to take care of, huge things, so big that us ordinary people cannot even comprehend them. Pay your taxes and shut up, or volunteer when ever the mayor asks for volunteers. Show up at meeting and applaud them, and thank them for their service. Never complain. Bring your issues politely and directly to them in private, respectfully, quietly and accept their polite answers and patronizing replies. Sit in the mothers chapel and wear a veil. Eat fiber.
You get the point.

Biederstedt lost his license because he forged another appraiser's signature on an appraisal. If somebody can do that, there's no telling what they are capable of doing.

Isnt Mertel the company that hauls fill all over from the power plant and industrial wasteland demolition around the river? They must have a ton of expense analyzing all that to make sure its all clean fill. I wonder if its done by our favorite local lab?
Just gets curiouser and curiouser, dont it? Kristy would have field day looking over the analytical reports.

I think there was an ordinance passed in the early 70's or late 60's to fund the landfill. I think bonds were issued and the landfill area was supposed to be developed into a green space / park / etc. at about now. Lois had a blog with that had the particulars awhile back.
Now, my point is, if a law was passed to fund the landfill with the provision that the are would be developed as a park - if that law is still in effect, then then Peru can't sell that land.

Anon 6:44 History is showing that that the "e'ne minee mynee mo" ordinance (this ordinance applies to only those individuals and situations which those in charge want). This ordinance is supported by the "Supper Majority".
Simple legal translation is - we lose, this time 6-2.

11:44. Falsifying appraisals? Not a good thing when falsifications are done. Should people be trusted that falsify documents? I don't think so.

I am not an appraiser or involved in real estate, but am I wrong thinking that 45 acres of property with a lake and other appealing factors for possible future development might be worth a bit more than approximately $1600 per acre? Especially if it were advertised and announced to the general public.
These elected officials in Peru have "ZERO" respect for the people they are supposed to represent when they sneak around behind closed doors conducting sweet-heart deals like this.
Kudos to the Public Property Committee members who opposed this action. This land deal stinks really bad for the people of Peru, but it is going to make some people in Peru a lot richer.
Another deal done "Peru style".

The concern should be what the development will be. The "lake" is actually the Peru Slue. A slue is a (1) Swamp: (2) an inlet on a river; also: backwater (3) creek in a marsh or tide flat.

This property floods almost every year. Anything built on this property is uninsurable.

What does the "Illinois Valley Green" plan to do? Set up a area for duck hunting? Raise the level of part of the "dry land" and build the marina that was promised oh so many years ago? Or will the lease it out for farming and cash in on the crop insurance at taxpayer expense? Whatever their plans are, I think these plans are relevant to the deal and should be revealed to the public before the property is transferred.
