A Must Read....Peru Proposed Financial Budget for 2015 Now Online

If you have wondered even a tiny bit where your tax dollars are being spent, my suggestion is to read and analyze it. Some amazing information in there and we would like to hear what you think and I believe the City Treasurer might even be interested.

Just read the budget on line Lois. Must say that the city is a much bigger business then I realized. I have been one to criticize from time to time but when I went through it I have a better understanding for what it really takes to run such a big operation. I think I wont be as quick to "have all the answers" without doing more research. Thanks for letting us know it was posted and thanks to the city for posting it.I know there are some people that look at the glass half empty and I was one of them. I told my husband I needed to step back and set my personal animosity aside and look at the glass half full. Please join me!

We have an assistant zoning inspector? Who is it? I saw it on this report. I only read through pg. 16. Where would the concerts revenue to the city be? And all the expenses the city incurred in every department from these concerts?

The budget made me realize how much we need a city manager. There are only a few members of the city council who would have SOME understanding of what is involved with this process and I will also include the mayor in that group. Our Treasurer has knowledge from prior work experience but surely we cannot depend upon one individual in handling our tax dollars. We have no department heads at this time only substitutes for lack of a better word. Maybe "temps" would be a better choice.
Who will answer my questions about the electric department, about electric charges and calculations of? Lukosus and Waldorf?

Who is our Chief Financial Officer who is budgeted for $65,000? This is the first year for this expense.

Hylla as budget director gets 19,500 and as treasurer around $6,000. Is there a connection?

ANOTHER TITLE WITH CHIEF IN FRONT OF IT. I GUESS HAVING CHIEF IN FRONT OF A TITLE MAKES A PERSON FEEL IMPORTANT. Kinda like KING TUT! You know the song. Back in the 80's I think.

The Mayor is our Chief Financial Officer??? So you're telling me he gets $65,000 ++ and his $34,000 for being Mayor???? And when was this position voted on??? So now our mayor is double dipping into our tax dollars?? I don't believe it!! I hope that's a mistake and someone can give us the truth.

This line in the 2015 Proposed Budget of a Chief Financial Officer (CFO) at $65,000 starting salary may be a purposeful mistake to test the waters to determine if the CFO should be proceeded forward as a "work in progress".
If this stink smells good enough to be passed by decision makers it will be interesting to observe who will be taken care of next.

$65K for a CFO is not a very good salary. That is what a good high end Accounts Receivable or Accounts Payable Specialist (in our local market) makes.
They should change the government to Council Manager, hire a certified City Manager and pay the salary (about $100K) by eliminating the City Clerk and reducing the Mayor's salary to the same as an Alderman's.

Additional salaries (I believe $6,800 each time) are listed in 2 other locations in this budget for the Chief Financial Officer. If this is a fictitious individual why is a salary listed in 3 different locations?

To 2:32 pm, We will be able to eliminate Hylla's position as Treasurer also, and the HR Manager as well. The three salaries of Clerk, Treasurer, HR Manager and a reduction in the mayor's salary would more than pay for a quality City Manager who would provide the expertise and integrity that Peru is in such desperate need of right now.
This is a No-Brainer!

not, in 2017 when Mike Hart gets the mayorship.

How do you go about eliminating someones job when they plus everyone else does not even know what it is?
Most personnel in the City of Peru don't know exactly what their positions responsibilities are. Who can tell me exactly what the office of the city clerk, city budget director, human resource manager, Mayor actually consist of? As for council members they do not know if they represent the city or only their own ward.
How many city promotional positions does Peru pay for? State Senator Mautino, Representative Sue Resin, a State Lobbyist, recently self appointed community director Vickery, Chamber of Commerce, and some division of MRC's with a website. Are there any more. Better than naming them all just submit any results of the above mentioned groups besides a closed down bakery, a donut shop and a cupcake business. Oh how forgetful of me the drug store CVS is moving from one side of the parking lot to the other.

Why hasn't a explanation been given as to the position of Chief Financial Officer at $65K + $6K + $6K + $6K which is itemized in the 2015 Peru City Budget?
Didn't the Saturday Ghost payroll teach all involved a good enough lesson? Now we have a $83K position in the town which no one knows who it is?
When did the council approve a Director of Community Development position and fill it with R. Vickery?
The least that the bloggers of The Peru Town Forum could do is to grant Lois a title such as CEO, President, Editor-Owner, Research Analyst, Community, Economic & Opinion Director, Honorary Consultant in charge of Censorship Peru Town Forum - In the Illinois Valley.

@4:30 PM Forget all titles in Peru unless they start with Chief and/or Consultant. Chief, Financial Officer starting at $83,000. Chief Fire Department starting at $84,000 or Chief, Police Department pay at over $100,000.
Consulting Engineers ranging from $600,000 to over $850,000/year.
So quit playing around and grant that Chief Financial Officer title at $83,000/yr to whomever before someone discovers it in the 2015 city budget.

Better yet, substitute Superintendent for Chief. Either title makes it a superior position.
