And Your Opinion Please

We’ve been entertained and, at times, aghast, by city council
meetings in the past five to 10 years that have been, well, chaotic.
A few years ago, Spring Valley had a mayor who handled
council meetings quickly and crisply, and had administrative
experience from his years as a school superintendent. However,
there were times when things did not go his way, when he didn’t
like the answers or attitudes from elected council members,
when his my way or the highway demeanor would backfire.
I recall one meeting in particular when Jim Narczewski
walked out of the council meeting before it had ended. He usually
did a good job of handling the meetings, but that was not
his, or Spring Valley’s finest moment.
In the past two years, with freshman mayors in La Salle,
Oglesby, Spring Valley and Peru, council meetings in Peru and
Spring Valley have, at times, become free-for-alls, for differing
reasons.
A spectators group in Peru and opinionated alderman Rodney
Perez have turned the weekly meetings, the way I read the
stories, into bizarre-o-world in the city with the slogan, “The
Leader of the Valley.”
In Spring Valley, outright arguing and a few less-than-professional
exchanges between Mayor Cliff Banks and some of the
aldermen have made for interesting comments on reporters’ tape
recorders and have overshadowed the actual tasks or questions
at hand.
One could say it’s good, old-fashioned, grassroots government,
reminiscent of a town selectmen meeting in New England.
But frankly, it’s a little bit too quaint.
In my opinion, area cities, and Spring Valley for certain, need
to consider hiring city managers or at least city administrators.
Our cities have cobbled together ways to get jobs done, such as
budgeting, dealing with the public, greeting newcomers and prospective
businesses or developers, etc.
But if an elected mayor cannot, and probably should not, be
available all day any day due to having a day job, who’s going
to accurately and professionally answer questions if a developer
comes to town and wants answers immediately? Who’s going
to tell a potential industrial employer what benefits the city can
or cannot extend to them through a Tax Increment Financing
district?
How many problems arise that should be solved immediately
that currently require a vote at a city council meeting, and how
unwieldy do things become when a council can’t vote until an
item has been published on an agenda?
And, if city council meetings are turning into wild affairs,
what kind of an impression would that make on a developer or
an industrial firm?
Illinois Valley cities have a lot going for them and a lot to
offer. Our location and transportation systems are ideal and convenient.
We have a community college that can help train workers.
We have plentiful water, which is more than can be said
about many entire regions of the United States, and the communities
have ample sewer capacity.
All of our communities already have one major disadvantage.
They’re all in Illinois, which has the worst credit rating in the
nation and has a government/public pension system that’s bogging
it down.
If Illinois Valley communities have that strike against them,
they would do well to correct all their other weaknesses to the
best of their ability.
The city manager must enforce and adhere to ordinances,
hire and fire employees other than those required by law to be
appointed by the mayor or council, do all hiring based on merit
and fitness, exercise control of all departments and fill in if a
department head position is temporarily vacant, submit a budget
and prepare the annual tax levy, be responsible for collective
bargaining, issue all licenses and permits and make purchases as
necessary, although council permission is needed for purchases
or contracts in excess of $10,000.
It’s time to scrutinize not just city council affairs but the form
of city governments.

Opinionated Rodney Perez? I am sorry, I thought representatives were supposed to have opinions.

It's nice to know a news editor gets his opinions from reading stories, especially about that loud rambunctious citizen group that apparently was just demolishing the meeting process so much that the most restrictive measures for public comment in the entire state needed to be established.

The writer makes a good point, but likes to take his jabs at the opposition while he does it.

Watching the campaign get into swing, I am also watching all the folks and officials involved with the previous administration, get into full swing and very anxious to take over the reigns in city hall again. Have we as a city evolved enough through the last 4 years to say we don't want to go back, we want to move forward with NEW ideas. We as a city in spite of obstacles have grown and people seem to finally be saying yes we can be a part of making this a better city. I guess all the meetings that used to take place at the deli, have continued through the past 4 years and planning to make a come back into taking over the reigns again.

Mr. Craig Sterrett, how many Peru City Council meetings have you personally attended in the last four years?
Already knowing the answer many believe that you owe Rod Perez and the group of involved citizens who you mark as spectators a apology, and the courtesy of following up with some investigative reporting. Get a ticket and sit in the stands for the games you want to report on,don't write it off the boxscore. Your strictly outdated black and white and have no color and ump in your recent column.

Mr. Craig Sterett, Investigative reporting sells newspapers. Recent questions and accusation of illegal gambling in the locality pinpoint it to be a topic of enormous local interest. How could you ignore the resposibility with a upcoming election to enable incumbents and candidates a opportunity to openly state their opinions and what they will do about this illegal wagering.

Its about time the newspaper states something. There have been citizens of Peru who have been yelling for the need of a city manager for years and stating good reasons why.
Past business decisions and lack of city planning , long and short range are proving why. Peru must not reach into the past, nor can it remain with the present but must turn its keys over to the future. To substitute the vision of change with simply acceting the "same good old gang" which has always been there and will always be there as lonf as they are permitted no matter who is in command is not fulfilling the vision promised.
The explanation of INTEGRITY at the top of the page if followed would cure many of the problems of Peru.

NOTHING if anything the city is more depressed than it has ever been. is really sad to ride thru the city and see the closed business' the pool being destroyed and the current mayor playing minister. what a joke. i dont know exactly who should be there but i feel the present mayor needs to go.. he tried he failed

A little bird whispered in my ear. The little bird said that his honor, the Grand Poobah of Peru, Scott Harl had some trouble getting city employees to sign his petition for re-election. It turns out some people in City Hall and the other departments thought it was unethical for the Mayor to pass his petition around while they were on the clock. Many more where concerned about the implications of not signing the petition. I think somebody should get copies of those petitions.

7:58 I agree with you completely. It is very troublesome to ride around the city and see cranes tearing down, with no vision for the future. Rubble everywhere...a plan for a new pool should have been in the works three years ago. There is money, this administration has proved it over and over again. Spend spend spend, but when it comes to the kids, no money. That is why the young adults of this city leave. There is nothing to offer but horseshoes, and pickleball. Voters of Peru, we must make well thought out decisions on who we want to lead the city for the next four years.

8:37 If the little bird was telling the truth then indeed the mayor acted in an unethical manner. He used his position and power of mayor in an unfair advantage over the other candidates. They had to pound the pavement and go door to door to collect their signatures. Not only is it an unfair act toward the new candidates it also is unfair to city workers who were put on the spot by his request. This kind of business should not be conducted on taxpayers time and money.

I drove past the old power house yesterday, Saturday. I thought it was strange that there was work going on. How much is the City paying to have this building torn down? Obviously enough since the contractor was able to pay heavy equipmnet operators OVERTIME on a Saturday. Or maybe that was a REQUIRMENT of the contract. Get some overtime for the 150 boys during the slow season.

Nothing has changed in the past 4 yrs. We have lost businesses and burned out businesses are left because of our uneducated and or corrupt officials taking kick backs under the table. Projects are set up for union supporters to get the contracts and us citizens get screwed paying more. People who speak out face to face are harassed and intimidated by the council and mayor. Our council members are fighting because they have personal vendettas against each other. Our children and young adults are put at risk because the mayor and certain alderman use their vote to say they don't care about drug and alcohol abuse or bullying in our schools. Our prom program has to move to another town because the city of Peru can't and won't support it. We have a boys club that runs our fire department and pisses away tax and donated funds and the council is okay with it. Our superintendents got their position because of their last name and being the next guy in line after his predicsesor retired. A city that buys vehicles like they have no budget or spending responsibility to us tax payers. A mayor who is never around and refuses to listen to the citizens that got him elected.
This is not how a town is suppose to be.

2:03 with the previous reports of mercury on the site, I was always curious what special dump sites were getting the rubble. So I thought it would be a good idea to follow the trucks. Maybe others do that too. Anyone know where they go?

Oh and a mayor who closes our pool by dragging a chain behind him and instead of fixing it, condemned it. And when a volunteer wanted to tear it down for free, he was pushed away so a union company could make money of us taxpayers.
This is definitely not how to run our town!

Then there's the Westclox building. Streator had a huge fire in a vacant warehouse last fall and it already has been torn down and grass is growing on the site. The building inspector lies to us saying its stuck in court with insurance companies, but that was proven to be a lie. When the Crafters village burned they threatened them with lawsuits to get it cleaned up asap and it was. What's different now? Let's see, campaign contributions to look the other way or just straight cash under the table?

3:00 - sounds like you are close to this issue. Please educate us - why was my comment stupid? Did you say it because that is what a child says when caught with his hand in the cookie jar? If the contractor can afford local 150 OVERTIME - then we are paying him to much. Somehow, I bet this shows up on the exceptions list and the City ends up paying for the overtime. Yup... Scottie don't care either.

Silence will not get my vote. My vote will go to one of the other three, but I will need to hear from them that they are aware of the problems and what are their plans for the future. 3:00 Please enlighten us about the specifics of the Boehm Bros contract? And where the demolition debris is taken? Since you obviously know it well, take away the speculation. And while you are at it, give us the specifics of the previous demolition contracts and the surety bond to make sure the city would have an environmentally safe demolition completed on time without any additional costs to the city.
Please show the readers of the blog just how stupid all the complainers about the Power Plant demolition really are. I cannot wait to hear it so it does not need all that cumbersome FOIA nonsense. We can just get it all from you! Or from posting a question on the City web site!

Mr. Harl said he will debate any time any place. As long as you send him a 3 x 5 card with the question printed in block lettering at least one day before the debate. He also needs to have answers from the other candidates submitted before he gives his answer. He also reserves the right to ignore any question he does not want to answer. He would also like to limit the topics to....

10:17 what possible reason for closed session could their be or than fraud risk, pending or probable litigation, or a settlement under Tort Immunity Act?

That demolition should have been discussed in open meeting every time except when discussing its sale.

No problem. You are just ignorant of the facts of how a contract works. You babble on about the city paying the contractor overtime and you don't even understand the basic contract between the city and Boehm Bros. is for a fixed amount. If the contractor chooses to work overtime hours and pay overtime wages then that cost is on the contractor, not the city. The contractor won the bid and it's up to them to complete the job in a manner as to make a profit on it. C'mon that's "Business 101 for "Dummies". The second reason your comment is "stupid" is because you obviously don't know the first thing about Boehm Bros. as a contractor. For example, if you believe that just because
Boehm is working on a Saturday they are paying overtime wages that shows just how "stupid" you really are. Hope that helps you both understand your ignorance.

It's sad when a person calls another person stupid. Just because 8:15 knows about contracts doesn't mean (s)he knows everything. You could have informed them in a respectful manner instead of trying to make them feel bad. Some day you may be looking for answers and I hope the person you ask has more compassion than you.

No I am not a scientist nor do I play one on tv. The above was taken directly from a response I got from a chemist who has experience with the leading demolition firm for coal fired power plants. If everything was handled on the up and up, great, especially since they want it to be a park. But if they did not test the debris and used it for fill, I would be concerned.

As far as understanding the contract, and a stupid comment, how exactly is it stupid to suggest a contractor might ask for and recieve an exception or rider for discovering additional problems or needing to have overtime perhaps to finish on a tighter schedule?

If you are saying that never happens, you need look no further than the previous contract for the demolition, which did not turn out as planned or promised. I am happy if the current contractor is going to do it up right, but you do need to accept that there is going to be a little questioning, and throwing out a local name of a contractor at this stage of the game means about as much to me as any insult thrown my way from you. This is not some roofing contract, and the city/mayor has motive to get that debris gone asap before an election. The contractor might get whatever the hell they want to make that happen.

This very much reminds me of the demolition and disposal of National Sheet Metal which was a very toxic site. Taken down very quickly and without much public notice until it was gone. That was done during the tenure of the previous administration. Many people here in Peru still talk about that and wonder if the talked about "arsenic" was actually in barrels in the basement of that building.

Lois, I would remove the post by 10:50. No one has criticized the City for it's possibly distastrous handling of the demolition more than me. But that post, whether the poster knows it or not names names for serious criminal violation of Environmental Law, with potential jail terms. This blog is not the place for accusations like that. The blogger should report whatever facts they have to IEPA, and not spread any unsubstantiated rumor.

Question, do FOIA, but do not accuse people of breaking the law unless you have proof. It is a wise course of action to follow.

11:46 your chastising arrogance mixed with an ounce of assumption is revolting. Never once in my comment did I state HOW the pooling mercury occurred only that it was rumored to exist. Perhaps the "mouse" who explored the site prior to the "lockdown" has those pictures too?

To paraphrase Hillary on Benghazi "...does it matter if it was from meters/equipment or other causes the goal is to stop the problem and bring justice...".

But than again burying it under emough rubble and BS is just like the Benghazi fiasco.

Funny thing about mercury is it does not bury easily. Sticks around a long time. Did not know about any mouse exploring the site but would love to hear more about that.

Everyone is entitled to their opinion. The astounding fact of these opinions is the mistrust of everything local government has its hands in.
When city officials make it their goal to accomplish a vendetta as the one led by the City Treasurer and backed by numerous city councilmen to snow ball another council member as was conducted in Operation Promise the prospects of Peru moving forward become very limited.
A professional in the city treasurer position would have taken a afternoon and gave the alderman the needed guidance to get positive results. This incident has made it all the more evident that the hiring of a city manager which should eliminate the position of city treasurer is a no brainer.
Who is in line for the next snow ball? Better pick someone out quick. The word is that getting Rod on Operation Promise was a eight to nine week ordeal. As far as being efficient the whole thing was way to evident and done rather poorly. Grade F!
If others would also care to utilize a grading scale please do. It is a method which was promised for the upcoming election after the last city election.

Anon 10:40 AM Are you confusing the overnight clean up of the National Sheet Metal done years ago with the Peru Power Plant? Lois is correct on the subject of arsenic in barrels as arsenic was not respected years ago as it is today because no one realized the dangers it created and many toxic substances were located through out industrial plants. Many production process's actuall involved the use of highly toxic materials. Today the EPA would have everyone shut down if they practiced envirnomental safety as was done years ago.
Now that we are on the subject what is being done about the mercury in the Power Plant or what has been done with it. Also is there any update to the demolition and disposal of the Peru Pool as everything that was painted years ago had lead in it? What is the target figure to demolish both pieces of property seperately? No Lois is not grasping for straws as many of the problems that face Peru were not faced up to when they should have been by those meeting at the Deli. You can only sweep dirt under the rug for so long before you realize it doesn't disappear - its not the same as fireworks! Puff and its gone and so is another $20,0000 of taxpayers money.

I found Craig's article to be interesting reading. I personally agree with him in regards to a "City Manager" and the fact I'm very opinionated; The reason chaos occurres is because we debate opposing opinions.
In my opinion.... If we remain stagnant and settle in with the status quo our city would eventually only move in one direction... I refuse to go backwards:-)

There is a difference between the terms debate of opposing opinions and chaos. From what I have witnessed, my opinion is that the tribune writer crossed the line even given editorial license. By stating you are opinionated and that citizens are causing chaos, he is in essence blaming you and the citizens who actively attend the meetings and ask questions. In addition, he openly states that his opinion is formed from reading others accounts.
That might be fine for non professional, unpublished bloggers, but by Craig implying you are somehow overly opinionated while others are not, he sends a message to the electorate that is biased and irresponsible just prior to an election. It is only my opinion, but I believe it is unconscionable and irresponsible journalism.
If he wanted to hit all the aldermen equally, and the Mayor, and leave the citizens out of it, he might have supported his premise just as well.
The problem is that so many get no more than the news tribune to formulate their opinions.

I appreciate your opinion and views of Craig's opinionated article. However, I still found his views as an editor interesting; do I agree with everything he stated...absolutely not, am I offended... absolutely not.

My position as an alderman is to do what's right for my constituents by seeing to it that I continue doing what I campaigned, and pledged to do.
Everything I do that Craig, and my opposition witness week after week is exactly what I stated I was going to do when I ran for this position. I'm sure my campaign promises are archived somewhere in the files of the News Tribune to support my statements, or, if anyone has question of the platform I ran on, I'd be happy to post them; standing up against the status quo was one of my promises.
We all have those we have to answer to, mine happen to be the people that vote:-)

10:56 Mr. Loger came to my house today. he is running in the 4th and I was very impressed. Easy to talk to and joke around with, he is exactly what we need as a personality type in city council. I never felt like he belittled my intelligence, and he didn't know everything. Lois or Linda or anyone else who frequents this blog if you know anything else about him please share. IMO he is someone who this town needs
