In regards to the debate concerning City of Peru donations

I will clarify my stance, and will be making further recommendations to the Peru City Council, and Finance Committee In regards to the council debate on donations, which led to my “Nay” vote for approving city donations to some very meaningful charity organizations

The City of Peru’ financial situation is no better than any other municipality, however, I feel our administration along with budget director Hylla is leading our city in a positive direction.
The City of Peru is in the process of proposing the budget for the next fiscal year. This is our opportunity as alderman to look at every line item, through every department, and then forward our recommendations to that committee for review

Due to the economy and the overwhelming amount of expenses caused by continuous water main breaks, and other city needs, it’s important our city leaders work along side our budget director to trim fat where we can

Making budget cuts are not always easy, especially when it includes taking money from the coffers of meaningful non- for profit organizations that request donations from the City. I made it clear! I support funding boys baseball, and girl’s softball through the cell tower funding by voting “Yea” to the $ 8,000.00 that will be split amongst the two leagues.

In addition: The City of Peru donates nearly $10,000.00 per year to the “same short- list” of non- for profit organizations, or events year after year. The list consists of approximately 8-10 groups, or charities that receive staggering amounts ranging from$100.00 and up. Since the majority of the council agrees “not” to cut back on the amount of donations, the city should work to be fair and balanced of all contributions and limiting which charities would receive continuous yearly donations such as “Maud Powell”. All other non- for profit groups should be rotated through, allowing other groups an opportunity.

Since the city is in the Budget Process and looking for ways to cut back, my recommendation to the council last evening was to start with “donations.” Cutting our yearly donations in half, with the exception of what is contributed to boys and girls ball leagues. (Which is contributed through the Washington Park cell tower funds).

After debate the Council voted 7-1 in favor of two donations that were on the agenda, which totaled $300.00. " yes".. only $300.00, which then total's nearly $10,000 at the end of the year. There should be two other requests for donations on next weeks agenda totaling $2,000.00 which is expected to pass by 7-1
If we are going to tighten our belts and become fiscally responsible we must keep our eye's on the Nickles and Dimes!
I understand the debate of fisherman and tourists coming into Peru and staying in our Hotel's and dining in, So then let's get serious and put our money in tourism because donating $200.00 to a Walleye tournament or contributing $1000.00 to a car club that will raise money for another non for profit organization that already receives $48,000.00 from the city does not bring in the tourism Peru needs.

I will make the following recommendation in regards to donations: First and foremost the city must have structure in it's giving of charitable contributions. This can be achieved by implementing “guidelines.” an “Application for Donation” request form would be filled out by the 501C3 organization then reviewed by the finance committee. This would give all organizations a fair chance of receiving assistance from the city.

I will also recommend the council “immediately” consider “evenly” dividing the projected $ 9,500.00 amongst the short-list of organizations, and clubs currently being considered. Since the city council chooses not to cut donation spending, I agree with Mayor Harl, and Alderman Lukosus that the $100.00 donated to Il. Valley Center for Independent Living, and the $200.00 donated to the Spring Valley Walleye Club should be increased without increasing last years $ 9, 500.00 budget. Both of these organizations are as equal as the organizations/ clubs that are receiving the $1000,00 donations.

If we are going to do this, We must be Fair!

Sounds like Rodney is once again attacking Peru Ambulance. Is that the only thing you think about, how to stir the pot? Rodney if I were you, I would start being quiet or you may make a couple more people mad and then maybe you wont get voted on next election. And gosh for bid that may blow your shot at the mayor position you want to be someday. Why don't think about some other things such as your great idea of fireworks in middle of a neighborhood, underage drinking in a "non secure" location but then serving alcohol at a family event, or maybe just how you can keep your story straight? Open your eyes PERU, there is something wrong with this picture and my belief is all the problems are stemming from one small person?

The connection of PVAS, the Blood and Gears and the City of Peru was so apparent at the council mtg. When someone says we will get $1000 from the City and we will have an event and then we will give you (PVAS) $1500.00, isn't anyone else beside the people who listened to that blather and one alderman make you wonder where the others were at in their thinking or perhaps on this it was a non thinking day. This is a no brainer. The city makes no money, unless it is a few bucks from gas purchased.
It is more than likely most hoped this would slide right on by because it wasn't getting any press by the local paper.

There is more liquor flowing in the veins of minors than those over 21! You have serious issues or blinders! I, for one as well as many others, don't want Rodney to stay quiet! It is very hypocritical (and useless) for Rodney to attempt to control the alcohol on Waterstreet during the fireworks (most likely to protect minors and families) while simultaneously SERVING alcohol to an event that is geared TOWARDS minors (Big Time Rush concert at the airport). I'm not against Rodney talking, but that kind of blatant stupidity deserves a second look at what his priorities are.

Lois, I find it funny when bloggers insinuate i have a hidden agenda to run for mayor, or should watch my P's and Q's if i want to get re-elected. I have my well paid full-time retirement job.In my opinion running a city such as Peru requires full-time attention, so sorry! not in the works, or interest. And if bloggers think I'm going to pick and choose what my debates are in hopes of winning another Election, or not to piss off a certain person, or person's is not the way i roll. I'm an independent, with team player spirit doing what i was elected to do.I do not vote on, or debate with an election or another term in mind, in fact..three years from now I'm thinking it will be time to purchase my Big Bagger Harley so Marsha and I can venture out while "OUR" HAIR (while i still have 3) blows in the wind through the hills of the Rocky Mountains and California Coast:-)Until then.. I'm hoping to see or bar-tend at a few more safe and secure BIG TIME RUSH Concerts. hmmm... That gives me an idea! Fireworks AND the Big Time Rush Concert at Baker Lake, along with a car show? sounds like a heck of a weekend Lois (and council meeting)lol have a great day and keep smiling:-)

It appears that you and Sherry are the only elected reps that are willing to put yourself out there talking and listening to the people, it is so apparent that you both have only the best interests of the people in mind. I always wonder whether those who mock you are supporters of those who stay behind the scenes safely away from public view because they have too much to answer for because of the years of time spent on the council doing things not always in the best interests of this cities residents.

Peru is becoming a merry go round of yearly seasonal issues. In a small business meeting Monday someone brought that it was not too far from summer and would Peru once again spend its entire summer fighting over a swimming pool and fireworks. Yesterday a gentleman from out of town expressed that he can't believe Peru does not have a swimming pool. Today I rec'd a telephone call that the fireworks is a topic on the blog.

Where is the fireworks topic on the blog? i scrolled through but can't find it. I'm thinking you may be referring to it is mentioned in someone's comment? as is the ambulance service. which makes me wonder why people are thinking Alderman perez is picking on the ambulance service. I read his post twice and don't get that out of it when he doesn't even mention the word ambulance. some that are familiar with how much the city of peru pays the ambulance would catch that. Alderman perez' posting makes sense and if readers would stop being negative and open their minds i'm sure they will not see anywhere in his posting about Fireworks,beer gardens or ambulance services. I would like someone to explain why the city feels a need to donate 100.00 to a center for retirement living when they already receive state and federal funding. according to the paper Alderman pothof said the city donates then gets the payback from these non profits. where is the payback from donating to that group? I know for a fact over the years some very well known community groups has requested a donation from the city and the city wasn't even generous enough to send a letter of refusal or sorry maybe next year. I agree with Alderman Perez there needs to be fairness if the city is going to be in the business of handing out tax dollars. If the city is allowed to place the hotel tax in their general fund and use it as they wish then i personally can't see how that council can justify not having to answer to all requests of donations. Doesn't the city of Peru already have a fund set up for Maud Powell? and the Peru Ambulance Service? I would like an explanation of what comes back to the city of Peru from these donations I read about in the paper. The fishing tournament is a spring valley event which like the car show lois is speaking about brings in many fisherman and car show people within driving distance and don't stay overnight and if so i'm sure they go to the springvalley hotel first. I can't see out of towners detouring through downtown Peru to get to Springvalley. wouldnt they take 80 get off in Spring Valley and now most likely fuel and shop at the New Casey's? Does the fishing tournament have advertisements that Thank the city of Peru for being a sponsor? If so do these advertisements advertise Peru Hotel's and Restaurants? I will not attend the Peru City Council meetings due to the dis-like of one of the rudest alderman i have ever met and sure hope he is done after this term. So here is a question for Alderman Perez- In regards to the fishing tournament and the dollars we tax payers are contributing to would you please look into what that 200.00 is being used for? If it is for advertisements do they list Peru businesses in it? Perhaps the city of Peru should take that 200.00 and advertise that tournament letting those fisherman know Peru invites them to sleep and shop here. Now about that car show and the 1000.00 that goes to put that on, I want to know how many car owners that bring there cars stay in peru hotels, i also want to know what restaurants they visit? If it is true that the ambulance service provides the food then i can't see why they would dine in peru.I would imagine the council has researched the payback they get so they should have the answers. also i would like to know what happens if the river is flooded and the fish tourney gets cancelled as it did a few years ago. what happens with the 1000.00 that goes to the ambulance if it rains because i was just informed that this has happened with this car show in the past and no rain date was made. what happened to that money? did the city get it back?

Anon 4:19 Are you under the thought that a comment is not part of the blog? How much of the taxpayers money does the city donate (fund) towards fireworks per year. When will the bid be released for this contract as it is well over $20,000.00 /year or hasn't it been released because Peru is not having fireworks in 2012? It will be interesting to compare this years bid to previous years costs if Peru is to have fireworks..

In case anyone is interested it was just posted on the city website that there will be a street bid opening at 10:00 tomorrow morning. There will also be another one at 2 p.m. tomorrow. Wonder why this was posted at the last minute???

If the same product can be purchased at 1/2 the price the present city officials have been paying, and business practices such as this are proven to be are abundant it is time to question why and proceed with legal proceedings.
What is the cities annual cost of gas and why hasn't this been put out for bid rather than going from gas station to gas station? There are many instances in Peru similar to this situation and why haven't good marketing practices been enforced within them?
Also who pays for expenses occurred for ideas which upon facing reality are dropped when the fire gets too hot in the kitchen such as a bike path?

Now that Rodney has officially declared that he has no hidden agenda entering the race for Mayor and believes it is a job that requires full time attention the unanswered question becomes who is interested in running for Mayor and who in long range planning would be a good candidate for Mayor? Since the current Mayor has built a war chest of over $15,000.00 while in office anyone interested in serving Peru as Mayor is going to need time to create financial backing and people support.

why don't we bid out the the public works department. I'm serious-- many cities do this-- contractors take care of normal work and emergency work. then the city does not have to worry about union contracts or even insurance. they just pay the contractor. if everyone wants to go for the lowest bid, we should give this a try also.

I thought bid openings were done during full council meetings? And, why so much time in between the openings?

I beleive the time and place of the Bid Opening must be specified in the Bid Request. Beyond that, I don't think there is a requirmenet to open them at a council meeting. The time and venue of these openings combined with the gap in time between them is an example of how this administration goes out of its way to make public participation difficult on one hand and still maintain the ability to say that they run an "open" government on the other hand.

With the mild winter we had, and not much snowplowing, you would think the streets could have been cleaned, and swept weeds, knocked down, especially 7th street. That is the dirtest road and heavily trafficed. don't the spw see that mess or is he blind? Its a shame, the catch basin and plain old garbage strewn on the city streets.

I agree with you 100%, so please take an extra look at what we call the 7th Street fill" over the ravine. Look over or under the red rails on the south side, it looks like the Peru City Dump.
This is 1 1/2 blocks from Ald. Ferraris house, now figure that one out...appears he is another one of the aldermen who does not see. BTW he did approve the stop sign and he did approve paving streets in this ward that are not in that poor of a condition. The really bad ones are not getting done. Anybody got an answer for that?

Who pages for the "engineer" ideas for bike baths etc? Ultimately we the tax payers do? Although fiscally the project is not budgeted by the City because most are funded through the DNR and are match grants; I believe the engineering/development costs may still be covered to apply for the grant. If I am wrong, I have heard it from the council myself "if you don't apply you have zero chance". Even if the City can not afford the project match and there is a 10% chance they would receive the grant they City has authorized bidding. This helps to explain why some of the engineering costs are so high because we the tax payers have to pay for those costs regardless.

I asked the treasurer at a finance meeting about gas prices and costs associated with the City. He told me the police chief handles that aspect for the City

Steve: Brian did not even hint at a conspiracy. I have to agree with him that it seems strange that these bid openings would be 4 hours apart, published at the last minute, on a work day, and during working hours. It does make it inconvenient for many people (including aldermen) to attend. I am not hinting at anything when I say these things but you do have to admit it does seem and is inconvenient for many.

Kristy Thank you for asking the Treasurer-Budget Director at a finance meeting about gas prices and costs associated with the city. Please do not place yourself in a awkward position. I am sure you expected a disrespectful answer to a mere citizen and taxpayer of the city. It is becoming standard operating procedure by this administration.
What is the cost of motor fuel within the city (police, fire, public works, electric depts etc. and why is it not not being put out for bid Treasurer Budget Director? It is time for the Treasurer Budget Director to publish a list of all accumulated costs of over $20,000 per year and it is time to see if the city administration should have been publishing and should be publishing a updated yearly list to the city council according to state law.
Also what are the total yearly phone bills paid by the city?

To 12:05 p.m. - Good question. Neither Brian nor anybody else on this blog is actually "required" to
provide "details"or "verification" of the accuracy of their comments. That's the aspect of "Free Speech" that requires all of us to decide what we beleive and what we don't beleive. If you want the readers of this blog to buy what your selling back it up with some actual detail. As a participant in this blog that's all I ask.
My point is this, it's easy for those who abuse this blog to knowingly make false claims without backing those claims with specific details that at least give the claims some semblance of credibility. The people who use this blog to bitch and complain while offering nothing else in terms of intelligent conversation are the ones that drag the blog down to its lowest form.

8:15 PM, February 19 -- another good question / research project would be at what point does it make sense for the City to run their own fuel farm? I know of at least one empty gas station in town that the City could purchase. Sombody would have to run the numbers - including cost of an additional employee or two - but it just might be worth it.

Brian, with the technology available why would the city need to add employees to operate their own fuel pumps? Possibly give each dept their own set of cards to draw and record gas purchased with the purchaser recording the mileage at the time of the last fill up and the mileage on the odometer at this fill up.
when exploring ways to record gas usage maybe the hard drive for a time clock for city employees could be studied also.

5:28 - probably to manage the system, order fuel, prevent abuse, etc - but I like your thinking, it could all be done with a good fleet management system. I have a feeling something like this would meet stiff resistance from the employees - afterall, no donuts.
